This article describes the various signposts which have marked the culture and implantation of To... more This article describes the various signposts which have marked the culture and implantation of Total Quality Management in Spanish university libraries over the last decade, via the implementation of a number of quality plans, namely: the Experimental Plan for Quality Evaluation of the University System; the European Pilot Projects; the National University Quality Evaluation Plans; the Quality Evaluation for the Catalan University Libraries; and the Andalusian University Quality Plan. Starting out from the EFQM model of excellence and the ISO 9000 standards, the text discusses Quality Certification Systems, Strategic Planning, and other management and improvement instruments. For the future, the emphasis will be on quality assurance systems grounded in the new, student-learning-centred educational paradigm, as well as in the principle of the accessible library, based on the continual improvement of service quality as both received and perceived by the users.<br><br>Se de...
<strong>The recently published guidance for the implementation of Plan S offers welcome new... more <strong>The recently published guidance for the implementation of Plan S offers welcome new details on how full and immediate Open Access to research publications would be achieved under this new initiative. </strong> As LIBER stated in September, when Plan S was first announced, we fully support the ambitions of Plan S. It aligns with LIBER's 2018-2022 Strategy — specifically our goal to make Open Access the main form of publishing — and our Open Science Roadmap. Within this new guidance, we are pleased to see that multiple routes to Open Access have been acknowledged. This is especially important as the transition to an open, transparent research infrastructure can only take place if as many stakeholders as possible are invited to participate. Clear demands and a concrete timeline will push the process, yet it can inadvertently exclude some who are willing to participate but not yet fully able to comply. LIBER therefore calls for an inclusive approach. The success of Open Access rests on participation on a global scale.

Po... more ?Afectara la crisis a las bibliotecas? ?Podemos defender las bibliotecas en tiempos de crisis? Podemos responder afirmativamente a las dos preguntas. Aunque en estos momentos de escasez no podemos anteponer las bibliotecas a necesidades mas prioritarias, los profesionales debemos explicar a la sociedad lo que las bibliotecas aportan y beneficio-coste de nuestra gestion. Es el papel de las asociaciones profesionales, de los profesionales y de las bibliotecas. Se exponen tres motivos para fomentar las bibliotecas: permiten y refuerzan el crecimiento de las personas y sustentan el autoaprendizaje; son entornos publicos que no estan basados en el consumo; y son instituciones que favorecen a los desfavorecidos y ayudan a la inclusion social.

Technology does not annul the role of the library within the university, but it forces it to evolutionate and to improve the fulfillment of his function.
Some professions have lower social weight than others, with strength and power below their demogr... more Some professions have lower social weight than others, with strength and power below their demographic representation or the use of their services by the population. These can be referred to as minority professions. Archivists, librarians, documentalists, and (perhaps) museologists represent one such example. Some causes of minoritization are general to the profession (e.g., civil servants, auxiliary positions, or work mostly carried out by women). This article does not deal with these, but rather the circumstances in Spain that exacerbate this effect. Two indicators of minority professions are: (1) the absence of the profession from forums where problems and solutions in the world of information are debated, and (2) a low degree of attractiveness of such studies to young people. Purpose – This study aims to investigate how the transition from print to electronic scholarly co... more Purpose – This study aims to investigate how the transition from print to electronic scholarly communication has affected faculty’s information behaviour and their perception of academic libraries. Design/methodology/approach – An online survey was distributed among academics affiliated to the member universities of the Consortium of University Services of Catalonia. A total of 2,230 replies were received. Findings – Journal articles are the most relevant information resource used for research and teaching purposes. Databases are the preferred starting point for bibliographic searches, although a significant proportion of scholars rely on Internet search engines. The main source for gaining access to documents is libraries, followed by free materials available online. Scholarly journals are the preferred channel for disseminating research outputs, with the open access being a factor of marginal interest when deciding where to publish.
