Albrechts has, through his long academic career, maintained a strong interest in planning practice. His academic work has in many ways been focused on developing more appropriate and responsible ways of doing planning and at the core of Albrechts' academic thinking has been the question of how to improve the practice of planning. His scholarly work has always been deeply rooted in his own experiences and reflections from working closely with and in planning practice. Albrechts has a long and impressive CV, and there are a significant number of projects that I could have explored deeper in this publication. In the end, I decided to focus on Albrechts' perhaps most well-known contribution to planning practice, his work on the first Structure Plan for Flanders in the early 1990s. Th...

It reflects first on the nature and characteristics of transformative practices that construct images/visions of a preferred innovative structural outcome and opportunities for their implementation. The chapter then deals with the political-economic context and proposes envisioning as a learning process, discussing (among other things) transformative triggers and the power of visions in complex planning contexts. This is followed by a brief description of two cases, Hasselt and Antwerp, which are relevant in terms of transformative actions and visions. Finally, it provides ingredients for more radical strategic planning as the governance of collective affairs, which requires planners to cultivate activist modes of planning and to be more than navigators keeping the ship on course.

In-depth examination of planning processes is useful to grasp some crucial promises and problems of transformative planning and open up new possibilities for practice. Accordingly, the paper includes an investigation into the Territory-Landscape plan-making process developed in the Apulia region, Italy. This explicitly and intentionally aimed at promoting a radical discontinuity in regional planning culture and practice by changing the well-established relationship between territory-landscape protection and spatial planning. The process revealed that ‘landscape’ could function as a constructive picklock for proposing an alternative to the development-as-growth model firmly entrenched in the region, and envisioning desirable futures focused on the concept of ...
