Faut-il dater la paix de 1991, date a laquelle sont signes les accords de Paris, ou 1993 lorsque se deroulent les elections percues par la communaute internationale (en depit de ses reserves) comme un test de reussite du processus, 1996 quand la reddition negociee de Ieng Sary et d'autres commandants khmers rouges dissipe definitivement le risque d'un retour au pouvoir de l'organisation de Pol Pot, 1997 lorsque les forces du Parti du peuple cambodgien (PPC) eliminent les branches militaires de son opposition et nombre de ses activistes en garantissant ainsi la suprematie du parti de Hun Sen sur la conduite du pays ? (...).

Si l’on se réfère à l’imaginaire tfaditionnel de notre classe politique et de la haute fonction publique tant militaire que civile, seule la micro-République de Djibouti présente un intérêt, le reste est demeuré jusqu’à une période récente dans les limbes d’une Afrique profonde étrangère, car soumise en dernière instance à l’influence anglo-saxonne. Mais les temps changent et l’on s’exprime aujourd’hui sur la valeur stratégique de l’ancien territoire des Afars et des Issas plus par un soupir d’ennui ou une grimace de mécontentement. Essayer d’analyser la politique de François Mitterrand à Djibouti, c’est essentiellement faire la chronique d’un malentendu permanent entre une volonté de statu quo qui aura eu la prééminence durant ces années et une prise de conscience à reculons des dynamiques régionales qui, tout à la fois, fragilise...
Over the last week, armed skirmishes around the small city of Bossangoa in the northwest of the C... more Over the last week, armed skirmishes around the small city of Bossangoa in the northwest of the Central African Republic (CAR) led to the death of up to 100 people and the destruction of a number of properties. While incidents like this have been recurrent since a loose coalition of armed groups called Seleka ("alliance" in Sango, the national language) seized the capital Bangui in March 2013, this episode should convince external observers and the international community that the slow normalization, once considered the most likely scenario, is not happening. Instead, a further deterioration in the country's security is occurring, with a surge of highway banditry and predatory armed groups claiming different allegiances, and a narrative of an ongoing Christian-Muslim war that may have deleterious effects beyond the areas directly affected by fighting (...).
