Das RWI hat erstmals im Jahr 2007 auf die drohende Kostenlawine aufmerksam gemacht. Seitdem mussten Prognosen über die Nettokosten, die von den Stromverbrauchern in den kommenden Jahrzehnten zu tragen sind, immer wieder nach oben korrigiert werden. Der Grund dafür ist, dass die Erwartungen zum Ausbau der Photovoltaik regelmäßig von der Wirklichkeit übertroffen wurden. Angesichts dieser Entwicklung ist es kein Wunder, dass die Berechnungen des RWI in den Medien regelmäßig aufgegriffen und intensiv diskutiert werden, nicht zuletzt mit Blick auf Absenkungen der Fördersätze.
