The high failure rate of strategic partnerships emphasizes the need to identify and evaluate success factors at different stages of the alliance lifecycle. Additionally, directed content analysis is used to assess the findings. In the formation phase, the most critical factors are partner selection and choice of the most important governance form, whereas in the operation phase, relational capital, coordination, conflict management, and selecting the appropriate alliance people are crucial. Evaluation of alliance performance should be undertaken throughout the duration of the alliance's existence.
Abstract Earned value management (EVM) is a project management methodology that integrates scope,... more Abstract Earned value management (EVM) is a project management methodology that integrates scope, cost and time, and requires the periodic measurement of cost and work performed. It is supported by a quantitative technique, earned value analysis (EVA), to evaluate project’s performance and to forecast its final results thru the monitoring of: planned value (PV), earned value (EV) and actual cost (AC). In EVA, the EV of an activity represents the amount of work performed in a period and, if defined as the product of percent complete (PC) by PV, it represents the project’s progress. Thus, the error associated with EV may result from the uncertainty in any of those values. Although the uncertainty with PV has been widely discussed, the impact of the uncertainty associated with progress measurement has not. Progress is hard to measure, especially in an integrated vision of scope, cost and time. It results from people’s judgment and, therefore, it comprises uncertainty. Nevertheless, EV is a deterministic measurement technique. This paper intends to contribute for this discussion by evaluating the error in EV driven by the uncertainty of progress measurement, with a ceteris paribus analysis of the PC of activities, and its impact on EVA performance metrics.

The expenses in Information Systems and Information Technology (IS/IT) represent a substantial sh... more The expenses in Information Systems and Information Technology (IS/IT) represent a substantial share in organizations' budgets. However, IS/IT investment projects seem to continue to show reduced success rates. The Benefits Management (BM) has gained relevance as a way, not only, to understand these failures, but also as a tool available to organizations to improve the success of IS/TI investments. The objective of this article is to understand how BM can be applied in IS/IT investments in the Public Administration (PA) and help to leverage the benefits of these investments. A case study was conducted using an e-Government project in the Portuguese PA. The study showed how a BM approach can be applied in this environment and also identified some difficulties that must be considered. Several benefits, that were not foreseen, were identified and evaluated, or proposed some criteria for their evaluation, highlighting, this way, the true contribution of IS/IT investments in delivering services to citizens and increasing public organizations performance.

Companies cannot be competitive or successful if their business and information systems and technology (IS/IT) strategies are not aligned. Nowadays, with the growing importance of intangible assets, performance measurement tools must be able to capture this new and important reality. Measuring organizational performance is a difficult and ongoing challenge for managers. Balanced Scorecard (BSC) is a powerful tool that gives a fast, but comprehensive view of the business including operational measures on customer satisfaction, organization’s innovation, activities improvement, as well as financial measurements. This study empirically examines how the BSC has been applied in practice and whether different BSC designs result in varying performance outcomes. In this paper the authors address the BSC and promote the discussion about the strengths and the limitations, underlining the latest developments and future research.

One of the main difficulties that organizations face is the high number of projects in their portfolio. Selecting and prioritizing projects is essential to ensure the maximum return on investment and the sustainability of the organization. The selection and prioritization of projects depends to a great extent on the profile of the managers, organizational culture and frameworks best suited to the organization's environment. This study intends to confront the pilot model of selection and prioritization developed by the Portuguese Navy and establish a bridge with the academic literature. The project was carried out with the purpose of improving the process of allocating the necessary resources for the accomplishment of the missions of the Navy in the context of the Portuguese National Defence.

To fulfil this objective, health organisations require more comprehensive and integrated technological solutions, in order to optimise their available resources, as a means to eliminate inefficiencies and to achieve planned benefits from investments. More and more, project management is recognised as being a key tool for use in developing initiatives that are aimed at promoting the implementation of organisations’ strategies. The focus of this research is to design a framework that combines different management approaches, in order to strengthen the outcomes of investments in Information and Technology Systems (IS/IT) in the health sector. The results encountered at the end of the pre-test phase indicated that the correct appropriation of technology by organisations, combined with the use of project management practices, are facilitators in achieving greater success from project outcomes.

The main objective of this study is to analyse the degree of dissemination of the project management (PM) practices and their contribution to projects success. A survey performed to project managers aims to identify the extent to which the different knowledge areas and their respective PM practices are implemented and linked to projects success. The results achieved underlines that the practices related with cost, time, and scope management are the most well stablished. Furthermore, the study highlighted that other knowledge areas had an effect on projects success. Moreover, the project managers pointed out other less immediately reachable criteria for project success like end-customers and project team satisfaction or fulfilment of organizational objectives. The use of a multidimensional analytical approach to PM makes an important contribution in the analyses of the practices and factors that most contributed to project success.
