Este contexto vuelve a la planificacion tradicional poco eficaz para abordar las problematicas actuales y futuras de una manera flexible y participativa. Para desarrollar metodos y estrategias de planificacion eficientes, es necesario comprender el funcionamiento de los sistemas para operar con la misma logica con la que estos funcionan. En este articulo se presentara el concepto de deltas metropolitanos emergentes profundizando en la comprension de estas areas como sistemas adaptativos complejos. Asimismo, se ahondara en los desafios de la planificacion, analizando el caso del delta del rio Parana y presentando un metodo de planificacion adaptativa y participativa para la zona.

To reach successful adaptation policies regarding urban development and climate change, it is necessary to prepare for possible future scenarios. The insular municipalities of Tigre and San Fernando, located in the lower section of the Parana Delta (Argentina), face the pressures of the rapid growing processes of Buenos Aires Metropolitan Area and the uncertainty of strong climate changes in a context of lack of resources and social inequity. This research aims to build scenarios for sustainable urban development concerning climate change impacts through a participatory process.

These contrasts intensified in the Lower Delta due to the proximity to Buenos Aires Metropolitan Area, the major conurbation of the country. As in other Latin American cities, the metropolitan expansion of Buenos Aires was characterized by an acceleration of the economic and territorial processes leading to spaces of instability and increasing the historical socio-spatial polarization. In contrast to years of low intervention of the State and legal voids at the metropolitan level, private capital has shaped the territory overwhelming any local capacity of regulation and impacting the environment in a negative way. The result was an increase in social and spatial segregation together with an unsustainable use of the land and an unplanned advance over the delta.
