Studies and institutional reports have increasingly demonstrated the significance of electoral in... more Studies and institutional reports have increasingly demonstrated the significance of electoral integrity as a conceptual framework for measuring the quality of elections in contemporary democracies. Apart from measuring the quality of elections, the phenomenal electoral fraud and manipulations which have characterised the post-third wave of democratisation, had given credence to the imperative of electoral credibility. I use the Electoral Integrity framework popularised by Pippa Norris and co, to examine the integrity of the 2019 general elections to know whether the polls pass the electoral integrity test. While adopting qualitative research method for collecting and analysing the data, I found that contrary to optimistic remarks in some quarters on the outcome of 2019 general elections, the elections failed the electoral integrity test. I offered a proficient perspective that explored the relevant indicators from the electoral integrity framework to establish the veracity of my claim that the 2019 general election is less credible, and consequently, failed the electoral integrity threshold. The findings of this work contribute to theory and practice on electoral integrity and high quality of elections in Nigeria.

The increasing degree at which civilian groups are becoming militarized under democratic dispensa... more The increasing degree at which civilian groups are becoming militarized under democratic dispensation in Nigeria has continued to raise serious concern for national security and development in Nigeria. While the mainstream literature, suggests that conflicts is a bye-product of strained ethno-religious relations in Nigeria, the reality suggests that the failing nature of the Nigerian state resulting from its declining capacity, acute poverty, geometric unemployment and consequent underdevelopment has been the main cursor of conflicts. The study reflects on conflicts and national security with consequence for the militarization of civilian groups in Nigeria. Through a qualitative method, the paper argues that in the absence of state capacity, citizens’ frustrations and hopelessness breeds agitation and militarization against the state, either as a mechanism for pressing home their demand or as economic strategy or the defensive mechanism for repelling the apparatus of the state. The experience of female returnees shows that they have specific protection concern in the post-w... more The experience of female returnees shows that they have specific protection concern in the post-war period. They suffer the consequences of armed conflict and are victims of sexual violence, war kidnappings, and imprisonment. Even in refugee camps, women are victims of, hunger, and diseases. Worse still they suffer discrimination and exploitation even at the post-conflict peace building process. This paper examines the travails of gender (female returnee and displaced women) in post-conflict peacebuilding and development in West Africa. The paper argues that unless women-specific concerns such as violence experience, social and legal support as well as their empowerment which conflates with gender dimension of conflicts are addressed through effective incorporation of women into the peacebuilding and development process, conflict and refugee problems are unlikely to abate and its implication for the fragile peace and development in West Africa region. The significance of education to human resources development cannot be overemphasised considering... more The significance of education to human resources development cannot be overemphasised considering that dynamic workforce is an important element of economic growth and national development. In the absence of qualitative education, human and physical resources are likely to remain largely undeveloped and useless. The paper examines the connection between education and human resources development in Nigeria and its implication for national development. Using a qualitative method, the paper presented the argument that the poor quality of education has been responsible for the low human resources development in Nigeria. The study traces the factors responsible to include inadequate funding, inconsistent policy framework, long years of military regime and authoritarianism, poor infrastructural development and brain drain among others. ABSTRACT The adoption of smart card technology in many parts of Africa has contributed to the cre... more ABSTRACT The adoption of smart card technology in many parts of Africa has contributed to the credibility and integrity of elections. As an integral part of the biometric voting system which checks the authenticity of voters and reduces the possibility of electoral fraud and irregularities, the smart card technology has been seen to have improved the integrity of elections since its introduction in Nigeria’s electoral process. However, the application of smart card readers in the 2019 elections nonetheless poses some drawbacks which reflect in the conduct and management of elections. Apart from the malfunctioning of a smart card reader which led to manual voting, the inability of the technological device to authenticate permanent voter cards, the indiscretion of INEC officials to allow unaccredited voters to vote in some voting locations, the structural and systemic failure of the Nigerian state relating to the crisis of election management contributed to the challenges encountered in the use of the smart cards in the 2019 electoral process. This article demonstrates that these factors undermined the integrity of the elections.
The use of technological devices in the electoral process has been seen as the solution to electo... more The use of technological devices in the electoral process has been seen as the solution to electoral fraud and manipulations in many fledgling democracies in Africa. Technological innovations such as biometric devices have reinforced democratic quality of elections, ensuring electoral integrity in many countries in Africa. The study examines the uses of biometric technology in the 2015 elections in Nigeria. This paper argues that although these technological innovations encountered some change in the 2015 elections, these innovations enhanced the free and fair character, credibility and legitimacy of the 2015 elections when compared to previous elections since 1999 in Nigeria. While the paper adopted a qualitative research method it concludes on the need for INEC to undertake critical training of their officials, as well as rigorous education of the political elites on the efficient use of the card readers and the implication for democratic consolidation in Nigeria.
