A literature study and 17 in-depth interviews were conducted with key informants involved in collaborative procurement arrangements in the UK National Health Service. The results show that the main structural elements that affect collaboration are: (1) engagement with key stakeholders and (2) having control mechanisms in place; either social control or control through authority and power. Examples of the latter are: agreements, standardised processes, and a system for performance feedback. Based on this, a contingency model is proposed Educator and Practitioner summary A literature overview of collaborative forms is given together with the characteristics that can be used to describe collaborative structures. Further, this paper gives insight in which characteristics enable or constrain collaboration and provides a model to guide decision making on which collaborative form to consider in different situations.

Their opinions on the supplier selection process and criteria to be used also differ. This is explained by differences in (1) their personal trajectory through various networks, determining their personal interpretation of the real world; (2) their position in the present company, described as the negotiated social order; (3) the company world-view on 'how things have to be done, including purchasing': the socially negotiated order. These aspects are part of a ,process of contagion and determine the nature of the actual supplier relations. * This research project is supported by the NEVI Research Council NRS. key words: ,purchasing,,networks,,contagion

This study adopts a relational theory perspective to investigate the advantages and disadvantages of public sector organisations collaborating to buy goods and services, and explore the enablers and barriers to collaboration. Fifty senior procurement staff were interviewed from across the public sector in the UK. Some themes were identified across settings, such as advantages being economies of scale, sharing tangible and intangible resources, and better engagement with stakeholders. A common enabler was standardising procedures and processes, and common constraints were a lack of resources and a lack of procurement credibility preventing successful collaboration. There was empirical support for adopting the relational view in the public sector context, and relational theory provides a useful framework with which to conceptualise collaborative procurement.

Although previous research focussed on macro-evolutionary phases of purchasing groups, no attention has yet been paid to the intra-phase developments, the so-called ‘micro-evolutions’. Insight into micro-evolutions is crucial to better understand how purchasing groups (can) develop over time. We conducted three in-depth case studies in different countries and identified

In search for an adequate methodology to find an answer to this question, this contribution aims to show the potential value of research into perception and social factors and the way they influence supply management. A methodology is presented, based on the exploration of (1) the factors that influence individuals' perception of the context they operate in and (2) the effect this has on the way these individuals manage supply relations. Through interviews and a survey, this paper explores an earlier published conceptual framework, where four factors were found to influence perception and supply relationship management: (1) membership of social networks, (2) the organisational view of purchasing, (3) the position of purchasing in the organisational hierarchy and (4) critical incidents. The results of this explorative exe...

There is increasing international interest in collaborative procurement arrangements in the public sector in countries such as Canada, Finland, Germany, the Netherlands, the UK, and the U.S. (Aylesworth, 2003; Essig, 2000; Kamann, van der Vaart & de Vries, 2004; Kivisto et al., 2003; Nollet & Beaulieu, 2003; Schotanus & Telgen, 2005). Recent examples in the UK are found in the National Health System (NHS), the police, the Highways Agency and local government, varying from exchanging information and experiences, buying together through an electronic marketplace, using lead-buying arrangements, or through installing a separate buying organization. This increased attention in the UK public sector has been triggered by a central government efficiency review (Gershon, 2004). Although some preconditions for effe...

Supported by the open-systems approach (Boulding; 1965, Katz and Kahn; 1978) and the contingency theory (Lawrence and Lorsch; 1967) we adopt the view that people adjust their behaviour in managing supplier relations to their environment. In order to gain insight into the determinants of supplier relation management, our research focuses on understanding what influences the behaviour of an individual. We take the individual as level of analysis as individuals shape behaviour within organisations; they determine the management of supplier relations. Furthermore, it is the perceived environment to which an individual reacts and perception is subjective (Burrell and Morgan; 1979). Therefore, in order to understand the determinants on supplier relation management we dealt with two questions. Which factors influence the perception of purchasing practitioners? - what does it mean for the way they manage supplier relations? ... Zie: Summary
