This paper addresses the issue of the possibilities for senior citizens to participate in social ... more This paper addresses the issue of the possibilities for senior citizens to participate in social processes and political life via ICT and Internet resources use. The following four possible dimensions for inclusion are studied: inclusion into communication practice via ICT and Internet; inclusion into effective government services provision, inclusion into online social discussions and inclusion into democracy processes in electronic forms. The authors conducted the research in Russia using statistical data, conducting opinion polls and social media and e-petition portal analysis. The study found that elderly people in Russia do not actively use e-participation tools and platforms, but that there is a growing need to use government services electronically.

The reason for writing this article was the 20th anniversary of institutionalization of social wo... more The reason for writing this article was the 20th anniversary of institutionalization of social work in Russia in 2011. It is believed that both the social work and the consumer society are products of market economics/capitalism development. However, modern Russia experiences two controversial processes: rapid development of capitalism and erosion of employment and labour – labour conditions are becoming worse, salaries and pensions are falling down. The core issue of this paper is how the “society of deficiency” with full employment and without poor people – traditional clients of social work – has become a consumer society with welldeveloped social work.

This process presents the state and society with new challenges associated with transformation of a number of social institutions for the elderly. However, modern society sees in the older people economic ballast, people excluded from cultural trends due to lack of skills in the use of new information technologies. To overcome these previously unknown forms of social and age inequality, social policy reorientation is needed to support employment of elderly people and to overcome the digital division. Equally important is public opinion reorientation, aimed at public and elderly awareness of idea of self-respect and seeing in the elderly a social resource.

The population of Russia, as well as the population of the world, is aging. The modern institutio... more The population of Russia, as well as the population of the world, is aging. The modern institutionalized public health systems, both in Russia and abroad, are interested in a demand of the elderly for their services and thus often support biologized and medicalized views at human life. Aging has been viewed as a synonym of inevitable fading, and the technologies of medical and social care of the elderly have accumulated the impetus of addressing the elderly population as passive " objects of support ". Yet, this most important problem of the specifics of health of the elderly is still understudied. The prevalent idea in society regarding the unbreakable link between old age and illness adversely affects the status of an elderly individual, as old age linked with illness is perceived as an unwelcome state and leads to social exclusion. But our sociological research results show that the eligibility of commercial medical services in St. Petersburg, Russia for the elderly is quite wide and that the elderly people are an important part of commercial clinic's clients.
Lack of skills in use of the new information technologies is now regarded as a barrier to the inc... more Lack of skills in use of the new information technologies is now regarded as a barrier to the inclusion of the elderly in a modern society. The possibility of such inclusion could be very important for the elderly who have no access to computer or internet connection at home. Improving access to services is considered important in the design of the modern welfare state. In Russia, more than 10 years computer and internet training for elderly is widely deployed. Training courses are provided by social services, libraries and some NGOs. These courses were necessary for opening an access for elderly to use services offered by the state-electronic services, on-line registration for a variety of services and postal communications. The development of ICT has made important corrections in the lives of elderly people. ICT use became a new consumer practice, but has it influence that much on their quality of life? Answers on this and other questions we are trying to find here. Our article presents a brief description of conducted earlier qualitative studies of the new consumer practices of elderly people, first of all, of the practices of ICT use and their influence on elderly's social inclusion.
