Motivee d'abord par le respect d'obligations reglementaires bancaires et ensuite par des logiques de profit et de renforcement de reseaux clientelistes, cette injection massive de liquidites a fini par echapper a tout controle. Chaque maillon de la chaine - des decideurs aux usagers en passant par les banques, les agents de credit ou des leaders locaux- avait de bonnes raisons de maintenir artificiellement la solvabilite des clients, jusqu'a ce que le systeme depasse la limite du raisonnable. The implications of income and expenses volatility in terms of financial practices have been wide... more The implications of income and expenses volatility in terms of financial practices have been widely documented, demonstrating the critical role of money management in the survival of vulnerable households. The gender of this, however, is a neglected dimension. Based on data collected in South India combining ethnography and Financial Diaries, with 8 households followed for 9 months and data disaggregated by sex, this paper discusses the methodological and theoretical implications of a gender analysis of income volatility, its management and its burden. In our context of study characterized by dynamic processes of financialisation, low and volatile incomes give to credit a prominent place in budget management strategies, both from the side of inflows and outflows. Economic volatility tends to blur the boundaries between expense, saving, credit and income; and these shifts in turn question the categories of recipient, (female) money manager or (male) breadwinner. Un analisis a nivel micro revela la sutileza y la complejidad de estas practicas y circuitos. Aparte de sus limitaciones economicas, estas practicas expresan, reproducen, actualizan y en ocasiones modifican el rango de relaciones personales y sociales en las que estas mujeres estan insertadas. Nuestro analisis revela tambien el peso de las normas e instituciones contemporaneas para las mujeres de los dos grupos sociales estudiados, especialmente con respecto a las alianzas matrimoniales, derechos de propiedad y acceso al mercado de trabajo. Education is represented as a homogeneous institution and as the only way to pull children out of the labour market. We distinguish formal and informal education. Each household chooses between these two forms of education according to its financial standing. Child labor in the brick kiln industry shows that parents' choice of traditional training is perceived as an apprenticeship for life.

This article focuses on the consequences of the Indian lockdown in terms of debt. It is based on ... more This article focuses on the consequences of the Indian lockdown in terms of debt. It is based on an ongoing study in a rural area of Tamil Nadu, South India. It draws on a long-term knowledge of this region, longitudinal quantitative household survey data on employment, debt and assets (2010-2016/17) as well as qualitative surveys conducted by telephone since the beginning of the lockdown in March 2020. Our results show: (i) the drying up of part of farm income and the bulk of off-farm income; (ii) the limited role of cash saving and cash transfers; (iii) the debt burden, since the population has faced massive debt growth over the past decade and some households are already very financially fragile; (iv) a predominance of informal finance with, however, a rise in finance; (v) a suspension of repayments, including for most informal lenders; (vi) a halt to unsecured debt and an erosion of the trust that cements most transactions; (vii) finally, the emergence of new forms of secured debt that threaten household assets. The sharp rise in debt observed over the last decade is the result of a widening of credit opportunities, partly formal but mostly informal. These have been made possible by building new relationships of trust but also of confidence in the future, based on strong economic growth that was believed to be sustainable. The lockdown highlights the fragility of these dynamics. For the poorest (mostly, but not only, Dalits), neither the state nor intra-caste or kinship solidarity are sufficient as a safety net. Impoverishment and a return to old forms of dependency seem to be the only way out.
