Northampton Borough Council approves

‘No Parking’ ordinance, New handicapped parking

During their June 20 meeting, the Northampton Borough Council voted in favor of several parking changes throughout the borough.

First, council unanimously voted to approve “No Parking” signs on Lincoln Avenue. Parking to the corner will be restricted on both sides of the street at the intersection of Station Alley to help improve safety and sight lines.

Council also approved the installation of a stop sign for southbound traffic on Poplar Street at the intersection with

Stark Street.

Finally, council also restricted truck traffic on Howertown Road between East Fourth and East 10th streets, as well as on East Fourth Street between Main Street and Howertown Road. Only local deliveries will be allowed.

Police and code enforcement will be able to cite violators.

Borough of Bath holds Community Meeting To discuss Upcoming MS4 projects And funding

The Borough of Bath held a public sub-committee “information session” on Monday, June 24 to discuss upcoming Municipal Separate Stormwater Sewer System projects, possible avenues of funding and provide residents with the opportunity to ask questions.

To explain what MS4 is, Borough Council President Frank Hesch stated that per the Pennsylvania Department of Environmental Protection, stormwater runoff is generated from rain and snowmelt events that flow over land or impervious surfaces such as paved streets, parking lots and rooftops, thus preventing the water from soaking into the ground.

The runoff picks up pollutants such as trash, chemicals, oils and dirt or sediment, which can harm streams, rivers and lakes, so to protect these resources, stormwater best management practices are used to capture and treat pollutants in the runoff using structures that collect the runoff and infiltrate it into the ground or treat and release it.

Fried Green Tomatoes

Ingredients

4 large green tomatoes

2 eggs

½ cup milk

1 cup all-purpose flour

½ cup cornmeal

½ cup bread crumbs

2 teaspoons coarse kosher salt

¼ teaspoon ground black pepper

and have them ready.

Slice tomatoes ½-inch thick. Discard the ends.

Whisk eggs and milk together. Scoop flour onto a plate/ wide bowl.

Mix cornmeal, bread crumbs, salt and pepper on another plate/wide bowl.

Dip tomatoes into flour to coat.

Then dip tomatoes into milk and egg mixture; dredge in breadcrumbs to completely coat.

Heat oil in a large, deep skillet to 375 degrees. Place tomatoes in hot oil in batches of 4 to 5 tomatoes, making sure they aren’t touching in the oil.

Fry until crisp and golden brown on one side, then flip to fry on the other side.

Transfer fried tomatoes to paper towel-lined plate/tray/ rack to drain.

Correction

In the “Penn Rose Quilt Guild presents veterans with patriotic quilts” article in last week’s issue, The Home News incorrectly printed that Barry Frey served as an ADAN (E-3). The correct information is that Barry Frey was an ADRAN E-3 (aviation mechanic). During Barry’s career with the Navy, he received the Distinguished Navy Achievement Medal of Honor for his outstanding military service. The Home News also incorrectly printed that Albert Frey served in the Army from 1967 to 1968. The correct information is that Albert served from 1965 to 1967. From 1966 to 1967, Albert was deployed in Vietnam, and was then honorably discharged upon being injured in Vietnam.

Awarded distinguished piano medal

Ada Barnhorst, a rising sophomore at Northampton Area High School, from Bath, was awarded the 2024 Advanced Bach Medal from The National Guild of Piano Teachers, a Division of American College of Musicians. Ms. Barnhorst received this award by performing 15 pieces composed by Johann Sebastian Bach on the piano, completely memorized. Twelve of the 15 pieces were chosen from a required repertoire list. The highest rating of Superior Plus was awarded by the judge. This is the third year she has participated in Guild audi-

tions with the honor of being a 2022 national winner and a 2023 international winner. She has been studying piano for nine years and is currently a student of Jennie Flicker. She has also received the highest ratings at the Dorothy Sutton Performance Festival and the Achievement Award Auditions hosted by the Lehigh Valley Music Teachers Association. Not only is Ms. Barnhorst an accomplished pianist, she is an honors student, plays the viola in the Northampton Area High School orchestra, is a member of the Scholastic Scrimmage team and plays the organ for Sacred Heart Church in Bath.

Development of urban and suburban areas are major contributors to pollutants and runoff, as well as negative impacts to waterways caused by increased volumes and rates of runoff from impervious surfaces, which also cause problematic changes in hydrology and water quality.

As part of the state’s next phase in reducing stormwater and waterway pollution, Bath has been mandated to develop a stormwater pollution prevention plan and fully implement best management practices and projects that reduce at least 10% of its stormwater pollution by Dec.

31, 2027, despite a lack of grant and funding opportunities to help cover the costs.

The borough’s current pollution production plan projects consist of two dry extended detention basins on Holiday Hill, street sweeping and a rain garden on the George Wolf Elementary School property, which will all be financed and advertised for bid together.

If the borough is unable to complete the projects by the deadline and prove they have reduced stormwater pollutants by 10%, they risk facing significant fines in the six-figure range.

ticipates the Department of Environmental Protection Board mandating additional MS4 requirements in the future.

In his presentation, Attorney E. Lee Stinnett from Salzmann Hughes P.C. detailed that the costs associated with these projects are estimated to be upwards of $800,000, which is why the borough is aiming to implement a stormwater utility fee that will generate approximately $200,000 in revenue annually to cover the project costs.

The growing use of stormwater fees by municipalities across the nation are used to dedicate a predictable source of funds to stormwater management that provides a steady stream of revenue for long-term planning, apportion costs fairly based on impervious coverage property characteristics, share the financial burden with all who will benefit from stormwater management services, provide credit considerations for residents who aid in water quality or other stormwater efforts on their property and also to provide an incentive for property owners to collaborate through partnerships and community projects that are also credited.

project’s pollution reduction or impervious coverage removal, which could be donated to other businesses or entities such as churches, nonprofits and schools to lower their stormwater fees.

Neighboring municipalities with higher populations such as Allentown, Bethlehem and Easton have already implemented a stormwater fee, but their impervious coverage formulas differ greatly from smaller municipalities like Bethlehem Township, Fountain Hill Borough and Palmer Township that use a tiered system.

Therefore, the borough considered three potential water authority fee options: charging a uniform rate of $236 per parcel for approximately 850 tax parcels to generate approximately $200,000 annually in revenue; a target formula of $25/quarter/base unit that would generate approximately $179,000 annually; and a tiered system based on total square feet of impervious coverage.

The borough believes the best option is to implement a tiered system that would charge $0 for

properties with less than 300 square feet of impervious coverage, $20 per quarter or $80 per year for properties between 300 and 2,000 square feet, $25 per quarter or $100 per year for properties between 2,001 and 4,000 square feet and properties with 4,001 square feet or greater would be charged $30 for every 2,000 square feet quarterly or $120 per 2,000 square feet annually. This method would generate approximately $182,500 in revenue annually.

In a GIS database analysis, Bath has around 750 single family residential parcels and 4.8 million square feet of impervious area. Out of a 20% sample (150 parcels), the mean impervious area was 3,618 square feet per residential dwelling, whereas the mean of 20% (109 parcels) of the borough’s non-single family and nonresidential parcels was 19,231 square feet per parcel.

Moreover, since each property’s area of impervious coverage will determine its stormwater utility fee, tax-exempt entities that often have significantly larger areas of impervious coverage such as schools, churches and other nonprofits will not be exempt from the stormwater fee.

To compare, if the borough were to raise taxes to generate the funds, it would cost residents much more and would be based on home size rather than impervious coverage, which would not be uniform, fair or equitable to residents who would need to pick up the slack for tax-exempt entities and properties with larger amounts of impervious coverage.

To accurately determine each property’s amount of impervious coverage, Borough Engineer Ronald Madison explained that aerial photography will be used. Stinnett added that residents will be able to file appeals retroactively if they believe their property’s impervious coverage was not properly assessed.

Residents will be able to ask additional MS4 questions at future council meetings or they can schedule a one-on-one meeting with the borough manager.

In other news, council also approved a handicapped parking spot in the area of West Fourth Street. Residents Ronald and Charlotte Leindecker appeared before council to explain their request. Both suffer from arthritis

pain that makes walking and climbing steps difficult. They receive frequent injections to help relieve the pain. Charlotte Leindecker is also recovering from back surgery.

The request was recommended for rejection by Police Chief Bryan Kadingo, solely based on the rules of the handicapped parking ordinance. A garage within 100 feet of the Leindecker home disqualifies them. However, the police chief said he sympathizes with the residents and admitted the

property had a lot of steps that even he would not want to climb in the winter.

“I just provide council with what I see and what the [parking] ordinance tells me,” Chief Kadingo said. Council ultimately has the power to overrule the chief’s recommendation, which Councilman Trevor Stone motioned to do.

“It is not often that we go against Chief Kadingo’s recommendations,” he said. “But I think that you coming here and pleading your case went a long way,” he told the Leindeckers.

“It is very hard to go against [the chief’s] directions,” added Glassic. “[But] you came in with a very valid point.”

Only Councilwoman Judith Haldeman voted in favor of the chief’s recommendation. However, she voiced her pleasure when the spot was approved.

“I have made a position of my own that I will follow the law," she said. “[But] you obviously have a justifiable reason. I’m glad it passed.”

“We are glad that we can help you,” added Glassic. “We want to do the right thing for residents if we can. But we have to live by the law sometimes which is what makes it very difficult.”

In other news, Councilwoman Julia Kutzler voiced praise for the borough’s pool staff.

“They are really doing a great job,” she said of the summer employees. “What I see when I’m sitting in my chair is children and adults making memories…It is beautiful to see.”

Finally, several summer events were announced. First, spaces are still available for the fire department’s summer camp from July 8-12. The cost is $25 for children ages 12 to 15.

Northampton Community Days will also return on July 17. The celebration will end with fireworks on July 20.

Northampton Borough Council’s next meeting will be Wednesday, July 3 at 7 p.m. due to the July 4 holiday.

Nazareth to continue Annual tradition of kazoo Parade

Nazareth’s annual kazoo parade will march on in the borough on Thursday, July 4 beginning at 10 a.m.

The kazoo parade is typically spearheaded by the Chamber of Commerce, however this year they announced the unfortunate cancellation of the parade.

On June 12, the Nazareth Area Chamber of Commerce posted the following on social media: “It is with regret that we announce the cancellation of the Kazoo Parade scheduled to be held on Independence Day weekend in the Borough of Nazareth this year. The Nazareth Area Chamber of

Commerce acknowledges the significance of this beloved tradition in the community and the Kazoo Parade will officially be passed to the Borough of Nazareth in 2025, with the intention of reinstating it next year.”

By the following day, it was announced that the kazoo parade would march on, this time coordinated by Nazareth resident and Northampton County DCED Director Tina Smith.

The parade route will continue as usual, beginning at the Nazareth High School parking lot on Center Street at 10 a.m., proceeding down Center Street, around the Circle and down to

Council Chambers where it will disburse. There will be no musical/patriotic program at Council Chambers this year, however the goal is to bring the musical portion back for next year’s parade.

This is a rain or shine event, and heavy rain could result in its cancellation; there is no rain date.

The first 100 people at the kazoo parade will receive a patriotic, reusable bag. Free kazoos and mini flags will be provided to all marchers in the parade and all are welcome to join in the fun.

This week-long, residential, environmental education experience offers students ages 13-17 an opportunity to work with other youth and adults in a hands-on, non-traditional learning experience. Instruction includes hiking, archery, camping, canoeing, forest ecology, boater wa-

ter safety, water quality monitoring, firearms safety and handling, and other outdoor experiences. Conservation School places a strong emphasis on field experiences to educate and instill a conservation ethic in its students. The program is designed to develop the leaders of the next generation who have an awareness of the critical environmental and ecological issues that affect our communities and how decisionmaking and management practices can limit those impacts. The school is staffed by a group of dedicated volunteers composed of sportsmen, returning students, community leaders, state agencies and organizations. Instruction is provided by Jacobsburg Environmental Education Center and other professionals from the conservation and environmental fields. The school is held at the Northampton County 4-H Center, 777 Bushkill Center Rd., Nazareth, PA 18064. A $50 registration fee is required to attend NCJCS; the $50 will be refunded upon the student’s successful completion of the week of school. Registration is open now at www.ncjcs.org. Retail theft Kohl’s

On May 3, the Colonial Regional Police were dispatched to

Kohl’s on Easton Nazareth Highway for a retail theft in progress.

The suspect, 45-year-old Jose Castillo-Guevara, of Columbia, had fled the store and was stopped in the parking lot, where he supplied police with a false name. Police recovered $900 worth of unpaid merchandise. The male was properly identified through a

fingerprint scan. He was charged with retail theft and false identification to law enforcement.

Retail theft Wegmans

The CRPD responded to Wegmans in Bethlehem on May 13 for a retail theft. Loss Prevention had stopped a female, 39-year-old Megan Branscom, of Bethlehem,

for selecting $357.23 worth of groceries and various merchandise. Branscom placed the items in reusable bags, passed through a closed register and eventually made her way to the exit, passing all points of sale. She was stopped in the parking lot and escorted back into the store until police arrived. Branscom was arraigned and released on $10,000 unsecured bail. A court date of June 11 had been set at District Judge Zumas’ office.

Retail theft

Walmart

On May 31, the CRPD was dispatched to Walmart in Nazareth for a retail theft in progress. A female had attempted to steal a shopping cart of items and then fled from security out of the store and into a blue truck. Security provided police with a registration plate for the truck and reported it traveling on Route 248 west towards Nazareth. A CRPD officer responding to the store was able to locate the truck at the intersection of Route 248 and Jandy Boulevard. A traffic stop was con-

ducted and the driver, 46-yearold Tiffany Morrell, of Nazareth, was identified as the actor in the retail theft. Security totaled that the 42 merchandise items taken amounted to $367.90. Morrell was arraigned on charges of retail theft and summary traffic offenses.

Retail theft Walmart

On May 31, the CRPD was dispatched to Walmart in Nazareth for an active retail theft. Upon arrival, officers located the suspect and took him into the Asset Protection office. The suspect was identified by his PA OLN as 54-year-old Todd Hoadley, of Nazareth. The Asset Protection officer stated that he had seen Hoadley take items from the store and failed to pay for them. Charges were filed through Judge Capobianco’s office.

Unauthorized use of motor vehicle

On June 13, officers from the CRPD responded to Enterprise on Nazareth Pike for a vehicle that was not returned. Enterprise attempted to call and email 61-year-old Giacomo Novielli, of Nazareth, multiple times to bring back the vehicle, however he stated he would bring back the vehicle when he wanted to. Novielli was then arrested in Bayonne, N.J. for receiving stolen property. He was also charged with unauthorized use of a motor vehicle; those charges are pending.
