Abstract
Digitization is a catalyst for transforming a traditional university that is primarily based on human intelligence and that implements good human-human learning practices, towards an intelligence university that uses artificial intelligence and which integrates intelligent learning platforms. Admittedly, the traditional university boasts of human intelligence that has served many learning techniques for many years. However, the content and the organization of higher education should change with the evolution of society and communications technologies, this need has emerged a smart system that conform to the referential smart city system, in terms of infrastructure, interactions, reasoning and visualization. The importance of service oriented computing (SOC) is reflected in the flexible integration of contextual data collection, anticipation, prediction and recommendation services, into a university system to make it intelligent and proactive, through the reuse, the composition and the context awareness of the services.
