Abstract
There is an increasing need to look at e-Government as an instrumentality to usher in good governance in a human-centric manner. Conventional e-Governance solutions however focus majorly on automation of operational processes and efficient delivery of services. As far as software architecture goes these implementations typically leverage frameworks and models which are developed for managing large enterprises with complex organizational structures and a diverse customer/consumer base. Further, software architecture over the years has evolved to leverage advances in Social, Mobile, Analytics, Cloud, and agile methodologies. In this paper, we look at how we can make use of an overriding architectural framework that looks at e-Governance holistically by appropriately modelling the people, communities, and societies as well as geospatial and temporal contexts. The setting of goals for Governments can be based on rich data and the change programs better deliberated and defined. Connections between Government and citizens can be direct whether it is in the transfer of benefits or solicitation of feedback. Monitoring of events and roll-out of policies can happen in a near real-time manner. With new and superior architecture, e-Government solutions can lead to high-quality public policy intelligence that not only better inform Governments, but also guide them to formulate more effective governance policies and strategies. We use the Indian context to elucidate our approach. Case studies on effective management of Roads in Bengaluru and on decentralized economic development are covered.
