The EU’s aspiration of creating an open, flexible market among its member states confronts head-o... more The EU’s aspiration of creating an open, flexible market among its member states confronts head-on the twin dilemmas of the limitations of its own policy instruments and the in-built resistance to liberal reform found at the domestic level. The single European market created new sets of competitive pressure at the national level, but left governments to choose their own reform paths. With the EMU, the concerns about adaptability and asymmetries increased and the EU sought to broaden its economic policy coordination. But it was the Lisbon 2000 agenda that focussed the attention on a prescribed model of structural reform. The EU had the aspiration, but it was equipped only with exhortation, reporting, and peer pressure as instruments for policy implementation.

Modern Greece has been equated with Europe’s south, the Balkans, or the Near East, whilst the weight of its historical inheritance has more generally placed it at the very core of understandings of what constitutes ‘Europe’ or, indeed, the ‘West’. It has been a case to define the divisions of the Cold War and, latterly, the vulnerabilities of the ‘eurozone’. Defining it from within or from without has elicited contestation. So, how might Greece be identified in the present? To introduce the volume, this chapter adopts a broad, comparative perspective. Firstly, it briefly outlines why Greece is of a wider interest to scholars, highlighting aspects of its history where it has appeared of larger significance than its size might normally warrant. The council, consisting of eleven scientists from a range of disciplines, has now published their communique "National Strategic Framework for Research and Innovation 2014-2020". To promote the advancement of research, technology and innovation in Greece, the strategic plan proposed by the authors seeks to identify areas of existing research strength and excellence that can be further advanced to become engines for progress and growth in Greece, as well as flaws inherent to the present system.
