This paper outlines the steps needed to apply the Tracking Adaptation and Measuring Development (... more This paper outlines the steps needed to apply the Tracking Adaptation and Measuring Development (TAMD) framework, providing practical guidance on how to put the concepts outlined in IIED Climate Change Working Paper no. 1 (Brooks et al., 2011) into operation. In its simplest form, the TAMD framework assesses how climate risk management interventions (in Track 1) influence development and adaptation outcomes (in Track 2) through various processes described for each intervention in a theory of change. However, this simple ‘risk management assists adaptation’ relationship is just one among many that can be assessed. TAMD can evaluate an intervention’s outputs, its short term outcomes and its longer term impacts within and across the two tracks, and at scales ranging from multiple countries to individual villages.
