About Panelists
Mr. Teo Ming Kian is an Independent Director of Singapore Technologies Engineering Ltd since 1 August 2021. He was appointed as Deputy Chairman in April 2022, and Chairman on 21 April 2023. Mr. Teo is concurrently the Chairman of Vertex Venture Holdings Ltd. He sits on the boards of a few technology start-ups, and also on the boards of Temasek Foundation Ltd, TF IPC Ltd and Temasek Trust Ltd as well as Defence Science and Technology Agency. Mr Teo is Founding Advisor, Granite Asia Advisory Council of GGV Capital Pte Ltd. He is also a Fellow of the Singapore Academy of Engineering. Before he retired from the Singapore Civil Service, Mr. Teo served as Permanent Secretary and Executive Chairman for several Singapore Government ministries and agencies. Mr. Teo was conferred the Singapore Public Administration Medal (Gold) in 1993, the Commander First Class — Royal Order of the Polar Star (Sweden) in 1994, the Distinguished Alumni Award, Monash University, Australia in 1999, the Meritorious Service Medal in 2008 and the Defence Technology Medal (Distinguished Leadership) in 2015 and The Distinguished Service Order in 2024. Mr. Teo holds a Bachelor of Engineering (First Class Honours) degree in Mechanical Engineering from Monash University in Australia and Master of Science degree in Management Studies from the Massachusetts Institute of Technology. He was conferred the degree of Doctor of Laws honoris causa by Monash University in 2022.
Vincent Chong is the Group President & CEO of ST Engineering, a global technology, defence and engineering group with a portfolio of businesses across the aerospace, smart city, defence and public security segments. Since assuming this role in late 2016, Vincent has been steering the Group towards long-term sustainable growth, by strengthening its core businesses, and pursuing growth in commercial aerospace, smart city and international defence sectors. Vincent brings to the Group 20 years of global business experience from ExxonMobil, where he spent half of that time being based in Hong Kong, Japan, United Kingdom and the United States. He held a wide span of senior positions in global and regional business management, refinery process engineering, industrial and retail operations, product marketing and strategic planning. Vincent is a board member of Jurong Port, and a member of the Ministry of Trade and Industry’s International Advisory Panel for Manufacturing, Trade and Connectivity. He served on the Emerging Stronger Taskforce which reviewed how Singapore can build new sources of dynamism and stay economically resilient in a post-COVID-19 world. Vincent graduated in 1994 with First Class Honours in Mechanical Engineering from National University of Singapore and attended executive leadership programmes at Thunderbird School of Global Management and Columbia Business School. He is a fellow of the Academy of Engineering Singapore and was conferred the Distinguished Engineering Alumni Award by National University of Singapore in 2021.
About Moderator
Sin Lu Tan is a Master in Public Policy student at Harvard Kennedy School of Government (HKS), where she co-leads the Southeast Asia Caucus, and organised the first HKS Asia-Pacific Symposium. She will join the Singapore civil service after graduation. Her research focus lies in the nexus of defence and trade in topics including Indo-Pacific security architecture and middle-power strategy, energy and geopolitics, infrastructure investments and public–private partnerships. She holds a LLM in International Politics from Fudan University.
