In consequence of the changeable State needs, Roman Legal History is characterized by the constant use of a wide set of models of taxation, as well as by the material alteration of financial administration, from the tripartition of the tribus, to the traditional dichotomy – progressively reduced and liable to change – between Aerarium Populi Romani and Fiscus Caesaris. The main objective of this research is to analyze the effect of time course on the Roman Fiscal System, with reference to the evolution – ‘parallel’ or not, ‘continuous’ or ‘discontinuous’ – from the ancient tax-system to the Roman constitutional and public system as a whole.
