Until today, the explanations which were nuance in qualitative sense are still provide vacuum and need to be studied critically with different method particularly in quantitative approach. Therefore, this paper will present the application of scientific approach using sky illumination measurement to explain lunar crescent's visibility. The approach combines computational and observational technique will help fiqh in explaining the phenomenon explicitly and strengthen it with empirical descriptions. The sky illumination measurement was performed using a light meter in Teluk Kemang, Malaysia from 2007 until 2009. The authors employed the observational data to obtain the estimate values of sky illumination for the day which lunar crescent was seen from 1972 until 2009. Parallel with today’s world development, science and technology has a huge impact on society. Moreover, the emergence of Industrial Revolution 4.0 is indeed viewed as very significant in this field. Society assumes that with the emergence of this revolution, opportunities for employment will decline as most jobs would be performed by machines. Hence, this research examines the human resource development issues in science and technology in Malaysia. This research is qualitative in design with a case study approach using document analysis, interview and observation methods. Research results find that there are some issues involving human resource development in the aspects of management and administration. It is hoped that discussions such as this can help government efforts in resolving issues of human resource development in the field of science...

Artikel ini meneliti lebih lanjut faktor yang mendorong perkembangan astronomi Islam dalam konteks Malaysia. Untuk kerangka teori, konsep astronomi dalam al-Qur'an dan latar perkembangan astronomi silam menjadi asas rujukan. Metode pengumpulan data adalah berdasarkan kaedah dokumentasi. Metode analisis data pula berasaskan kaedah analisis kandungan. Hasil penelitian mendapati bahawa faktor utama yang merangsang perkembangan bidang astronomi Islam di Malaysia adalah faktor keagamaan. Di samping itu, faktor lain turut memainkan peranan terutamanya inkuiri sains. Abstract There are several factors which drive the development of astronomy in ancient civilization such as the utility, the religious, the scientific inquiryand the politic. This article examines further the impetus factor that underlies the development of Islamic astronomy in Malaysia context. For the theoretical framework, the concept of astronomy according to the Qur'an and the historical background of astronomy is taken as the basic reference. The method of data collection is regarded on the documentation method, while the data analysis is according to the method of content analysis. The result found that the main factor motivating the development of Islamic astronomy in Malaysia context is the religious factor. Besides, other factors also played significant roles particularly the scientific inquiry. This stems from the lack of quality of the human resources produced in schools, universities, and even in the observatories across the country as centres for research and astronomy education. This paperwork aims to analyse good human resource development at the Langkawi National Observatory, as the main observatory in Malaysia, particularly as a centre to train skilled human resources in astronomical research. Data collection was done using documentation, interviews and observation at the scene. All data collected have been analysed by inductive, deductive and comparative analyses. As a result, the article proposes a new model regarding the development of human resources in the Langkawi National Observatory to address the issue of the training phase for employees and staffing system.
