The euphoria that defined the prevalent mood in the 2000s later devolved into a more sober and realistic attitude among champions of unrestrained free expression. Once seen as engines of freedom of thought and speech, social media, and Facebook as the subject matter of this paper, are no longer regarded as flawless platforms after the rise of right-wing populism, the ascendancy of inflammatory and hate-driven speech, the prevalent intolerance and online mobbing, and most significantly, the meteoric rise of the post-truth politics in our daily life and political conduct. Not surprisingly, Facebook has found itself at the heart of a sprawling academic and media controversy about the pernicious ramifications of social media on major tenets of social setting and body politic. It now stands trial of a rigorous questioning over its possible role for the reverse of tide regarding free speech. Is Facebook responsible for the current predicament that gripped the platforms and modes of civic social conduct? To what extent, can Facebook be held accountable for the deterioration of free speech, violation of individual rights and encroachment on individual privacy? What would be the limit for free speech or should be any? Should Facebook intervene to remove the content of a hate speech or endorse, no matter what the content is, of unlimited right to free expression? These questions constitute the main structure of this essay. It aims to analyze the central pillars of the current debate regarding the boundaries of free speech and Facebook’s role to define what would be the limitations to restrict what could be written and what not. I’ll dwell upon the arguments of both sides, and will try to show merits and shortcomings of the approach pushing for more interference by Facebook against xenophobic groups while also taking on the stance of those who staunchly oppose any editorial meddling by the social media platform on people’s posts. Furthermore, this essay seeks to explore the roots of setbacks and unwinding of the promising aspects of social media and Facebook in terms of advancing our socialization in public domain. The rise of autocratic leaders around the world, the resurgence of strident populist nationalism has injected new relevance to the debate. Though not for same reasons, Facebook’s CEO and founder Mark Zuckerberg found himself being grilled by a group of bipartisan senators in the U.S. Congress over Facebook’s failure to protect private data of tens of millions of users (Roose and Kang, 2018). The ever-growing reach of social media giants have deepened the sense of urgency for reforms to curb their unlimited power over citizens’ private spheres. Facebook, Twitter, Google, Youtube, Apple and Amazon are companies with a staggering amount of data over consumers and people’s habits, attitudes and preferences. Reining in market-driven and unlimited commercial impulses of these companies, according to many observers and politicians, has become an imperative. But this paper is more interested in Facebook’s role in shaping and defining parameters of free speech in today’s world, with its ramifications for social and political conduct. In this respect, it will only focus on Facebook’s role regarding the subject matter. The study draws on a literature review and contains a critical approach regarding existing materials and articles expounding on the issue. While this essay praises the vast opportunity provided by Facebook to widen our social and civic dialogue, it also reminds the existence of perils that woefully break down social decorum and augment xenophobic and hate speech, exactly because of the nature of the same platform, Facebook, which is widely used by marginal groups, white supremacists and fringe nationalists to advance their political goals.

It performs this duty within the framework of respect to diversity of opinions and individual right to self-governance, which is particularly indispensable to liberal democracies. Press freedom is a different form of freedom of expression, which is included in the most fundamental human rights documents such as the UN Universal Declaration of Human Rights, the UN Universal Covenant on Civil and Political Rights, and the European Convention on Human Rights (ECHR). Freedom of expression has been protected under Article 10 of the ECHR. This article draws the boundaries of this right as freedom to hold opinions and impart information and ideas without interference by public authority and regardless of frontiers. The article then instructs the acceptable limits of this freedom. In order for a restriction of freedom of expression be valid, it must be prescribed by law first, and secondly, it must be necessary in a democratic society, and finally it must be only aimed for the listed legitimate causes as specified in this article. Despite the protection of the ECHR Article 10, Turkey has seen frequent interventions on the press due to political pressure and the ownership structure of the media in the country. And consequently, numerous violation judgments have been delivered by the European Court of Human Rights (ECtHR), which will be analyzed in terms the reasons for violations and the cases of legitimate restrictions on press freedom. Additionally, this book will give a detailed trajectory of press freedom in Turkey in the light of court decisions, European Union Progress Reports and statements of press unions.

Matbaanın icadıyla basılmaya başlanan gazetelerin o zaman ki durumu ile şimdiki durumu arasında bir hayli fark vardır. Arada böylesine büyük bir farkın olmasındaki en büyük etken teknolojinin değişen ve gelişen ihtiyaçlar karşısında sürekli gelişme göstermesidir. Yazılı basında basım süreçleri de bu teknolojik gelişmelerden kendi payına düşeni almıştır. Bu çalışmada bu süreçler bütün kalemleriyle ele alınarak bir araya getirilmeye çalışılmıştır. Tipo Baskı Kâğıtları ve Özellikleri, Ofset Baskı Kâğıtları ve Özellikleri, Rotatif (Web) Ofset Baskı, Kağıtları ve Özellikleri, Tifdruk Baskı Kâğıtları ve Özellikleri, Serigrafi Baskı Kâğıtları ve Özellikleri bu bölümde kağıda ilişkin yer alan önemli başlıklardır. Renkli baskı döneminin başlamasının ardından basım sürecinde önem kazanan bir diğer ayrıntıda renk ayrımı yapılmasıdır. Renk ayrım makineleri de teknolojik gelişmeler ışığında birtakım değişiklikler göstermiştir. Ayrıca bu bölümde renk ayrım makineleri ile scannerlerin de karşılaştırılmasına yer verilmiştir. Çalışmanın en son bölümünde ise bütün bu gelişmelerin sonucunda tamamen teknoloji ile buluşan gazetenin tasarım aşamasına ağırlık verilmiştir. Önceki bölümlerde olduğu gibi, bu bölümde de ilk aşamadan başlayarak günümüze uzanan ve gazete tasarımında kullanılan programlar hakkında açıklayıcı bilgilere yer verilmiştir. Maalesef ülkemizde, AİHS m. 10 korumasına rağmen özellikle siyasi baskılardan ve medya sahiplik yapısından kaynaklanan nedenlerle basına müdahaleler olmakta ve Avrupa İnsan Hakları Mahkemesi tarafından ihlal kararları verilmektedir. Its central theme is to analyze the major components of media system and how press freedom faced obstruction and challenges in Turkey’s everevolving and changing political domain beset by periodic crises and direct and indirect interference from non-governmental actors, bureaucratic power sources and outside elements. The scope of the study spans several decades, but mostly focuses on the past few years. It examines the cases of journalists who faced prison sentences and different forms of legal investigations in Turkey over their journalistic works and how they brought their cases to the Strasbourg-based European Court of Human Rights (ECtHR) when all options for legal remedy at domestic legal channels have been rendered near impossible. Press freedom in Turkey according to European standards, therefore, happens to be the main theme of the study to offer a comparative analysis regarding entrenched problems in Turkey’s legal system and how the ECtHR involved in cases regarding media freedom. It delves into details of specific cases that were taken by the Strasbourg-based court, which has recently been overwhelmed by tens of thousands of applications from Turkey in the aftermath of a failed coup in 2016. Taken in a broader historical perspective and context, the study aims to provide a background to the problems that have dogged Turkey in terms of media freedom from the EU prism. Given that more than 100 journalists languish in Turkey’s prisons and around 160 media outlets have been shut down in the post-coup crackdown, the issue appears to be currently relevant to today’s politics.According to New York-based Committee to Protect Journalists (CPJ), Turkey is the top jailer of journalists in the world. As a methodological framework, the essay will provide a narrative, descriptive history of the media and government relations. It will also offer content analysis and historical assessment to make a compelling case.

Renkli baskı döneminin başlamasının ardından basım sürecinde önem kazanan bir diğer ayrıntıda renk ayrımı yapılmasıdır. Renk ayrım makineleri de teknolojik gelişmeler ışığında birtakım değişiklikler göstermiştir. Ayrıca bu bölümde renk ayrım makineleri ile scannerlerin de karşılaştırılmasına yer verilmiştir. Çalışmanın en son bölümünde ise bütün bu gelişmelerin sonucunda tamamen teknoloji ile buluşan gazetenin tasarım aşamasına ağırlık verilmiştir. Bu yüzden basın özgürlüğü, demokratik bir toplumun en temel ve vazgeçilmez unsurudur. Basın özgürlüğü, ifade özgürlüğünün bir diğer şekli olarak karşımıza çıkar. İfade özgürlüğü bir insan hakkı olarak, BM İnsan Hakları Evrensel Bildirgesi, BM Medeni ve Siyasi Haklar Sözleşmesi, Avrupa İnsan Hakları Sözleşmesi gibi en temel insan hakları belgelerinde yer almıştır. Avrupa İnsan Hakları Sözleşmesi m. 10’da ifade özgürlüğü güvence altına alınmıştır. Anılan maddede ilk olarak ifade özgürlüğünün çerçevesi çizilmiş, bu özgürlüğün kanaat özgürlüğü ile kamu otoritelerinin müdahalesi ve ülke sınırları söz konusu olmaksızın haber veya fikir alma ve verme özgürlüğünü de içerdiği belirtilmiştir. 10. maddenin ikinci fıkrasında ifade özgürlüğünün kabul edilebilir sınırları belirlenmiştir. Buna göre, ifade özgürlüğü üzerine konan bir sınırlamanın kabul edilebilmesi için, sınırlama ilkin kanunen belirlenmiş olmalı, ikinci olarak bu sınırlama demokratik bir toplumda gerekli olmalıdır. üçüncü olarak ise bu sınırlama 10. maddenin ikinci fıkrasında sayılan meşru amaçlardan birini gerçekleştirmeye yönelik olmalıdır. Maalesef ülkemizde, AİHS m. 10 korumasına rağmen özellikle siyasi baskılardan ve medya sahiplik yapısından kaynaklanan nedenlerle basına müdahaleler olmakta ve Avrupa İnsan Hakları Mahkemesi tarafından ihlal kararları verilmektedir. Çalışmamızda mahkeme kararları ışığında ihlal nedenleri incelenecek ve basın özgürlüğünün meşru sınırlandırılması halleri anlatılacaktır. Ayrıca mahkeme kararları, Avrupa Birliği İlerleme Raporları ve basın meslek kuruluşlarının bildirileri ışığında Türkiye’nin basın özgürlüğü konusundaki geçmişine, şu andaki durumuna ayrıntılı şekilde yer verilecektir.

Its central theme is to analyze the major components of media system and how press freedom faced obstruction and challenges in Turkey’s everevolving and changing political domain beset by periodic crises and direct and indirect interference from non-governmental actors, bureaucratic power sources and outside elements. The scope of the study spans several decades, but mostly focuses on the past few years. It examines the cases of journalists who faced prison sentences and different forms of legal investigations in Turkey over their journalistic works and how they brought their cases to the Strasbourg-based European Court of Human Rights (ECtHR) when all options for legal remedy at domestic legal channels have been rendered near impossible. Press freedom in Turkey according to European standards, therefore, happens to be the main theme of the study to offer a comparative analysis regarding entrenched problems in Turkey’s legal system and how the ECtHR involved in cases regarding media freedom. It delves into details of specific cases that were taken by the Strasbourg-based court, which has recently been overwhelmed by tens of thousands of applications from Turkey in the aftermath of a failed coup in 2016. Taken in a broader historical perspective and context, the study aims to provide a background to the problems that have dogged Turkey in terms of media freedom from the EU prism. Given that more than 100 journalists languish in Turkey’s prisons and around 160 media outlets have been shut down in the post-coup crackdown, the issue appears to be currently relevant to today’s politics.According to New York-based Committee to Protect Journalists (CPJ), Turkey is the top jailer of journalists in the world. As a methodological framework, the essay will provide a narrative, descriptive history of the media and government relations. It will also offer content analysis and historical assessment to make a compelling case.

Aynı dönemde yaşanan siyasi ve ekonomik krizler, bünyesinde banka ve medya şirketleri barındıran holdinglerin batması sonucunu doğurdu. Different researches have shown that social media has a significant role in the integration of these immigrants. However, that which has been missing in such studies encompasses the conceptual frameworks for understanding the existing interplay between the utilization of social media and, on the other hand, integration. The results of this research point out that social media has a significant relevance in the participation of immigrants in acquiring language, cultural competencies and bridging social capital. Based on these results, therefore, an analysis of immigrant integration in American by using social media has been demonstrated in the paper.

Press freedom is a different form of freedom of expression, which is included in the most fundamental human rights documents such as the UN Universal Declaration of Human Rights, the UN Universal Covenant on Civil and Political Rights, and the European Convention on Human Rights (ECHR). Freedom of expression has been protected under Article 10 of the ECHR. This article draws the boundaries of this right as freedom to hold opinions and impart information and ideas without interference by public authority and regardless of frontiers. The article then instructs the acceptable limits of this freedom. In order for a restriction of freedom of expression be valid, it must be prescribed by law first, and secondly, it must be necessary in a democratic society, and finally it must be only aimed for the listed legitimate causes as specified in this article.
Despite the protection of the ECHR Article 10, Turkey has seen frequent interventions on the press due to political pressure and the ownership structure of the media in the country. And consequently, numerous violation judgments have been delivered by the European Court of Human Rights (ECtHR), which will be analyzed in terms the reasons for violations and the cases of legitimate restrictions on press freedom. Additionally, this book will give a detailed trajectory of press freedom in Turkey in the light of court decisions, European Union Progress Reports and statements of press unions.

Arada böylesine büyük bir farkın olmasındaki en büyük etken
teknolojinin değişen ve gelişen ihtiyaçlar karşısında sürekli
gelişme göstermesidir. Yazılı basında basım süreçleri de bu
teknolojik gelişmelerden kendi payına düşeni almıştır. Bu
çalışmada bu süreçler bütün kalemleriyle ele alınarak bir araya
getirilmeye çalışılmıştır.

Hakları Mahkemesi tarafından ihlal kararları verilmektedir.
Çalışmamızda mahkeme kararları ışığında ihlal nedenleri incelenecek
ve basın özgürlüğünün meşru sınırlandırılması halleri
anlatılacaktır. Ayrıca mahkeme kararları, Avrupa Birliği İlerleme
Raporları ve basın meslek kuruluşlarının bildirileri ışığında
Türkiye’nin basın özgürlüğü konusundaki geçmişine, şu andaki
durumuna ayrıntılı şekilde yer verilecektir.
Press freedom is a different form of freedom of expression, which is included in the most fundamental human rights documents such as the UN Universal Declaration of Human Rights, the UN Universal Covenant on Civil and Political Rights, and the European Convention on Human Rights (ECHR). Freedom of expression has been protected under Article 10 of the ECHR. This article draws the boundaries of this right as freedom to hold opinions and impart information and ideas without interference by public authority and regardless of frontiers. The article then instructs the acceptable limits of this freedom. In order for a restriction of freedom of expression be valid, it must be prescribed by law first, and secondly, it must be necessary in a democratic society, and finally it must be only aimed for the listed legitimate causes as specified in this article.
Despite the protection of the ECHR Article 10, Turkey has seen frequent interventions on the press due to political pressure and the ownership structure of the media in the country. And consequently, numerous violation judgments have been delivered by the European Court of Human Rights (ECtHR), which will be analyzed in terms the reasons for violations and the cases of legitimate restrictions on press freedom. Additionally, this book will give a detailed trajectory of press freedom in Turkey in the light of court decisions, European Union Progress Reports and statements of press unions.

yayın organları da bu etkileşimin ürünlerindendir. Günümüzde
tamamen dijital olmaya doğru giden basın-yayın araçları bu
seviyeye belirli aşamalardan geçtikten sonra gelmiştir. Şu anda
kuşe ve yüksek kaliteli kâğıtlara çok renkli basılabilen yazılı
basın içinde bu durum geçerlidir.
Matbaanın icadıyla basılmaya başlanan gazetelerin o zaman
ki durumu ile şimdiki durumu arasında bir hayli fark vardır.
Arada böylesine büyük bir farkın olmasındaki en büyük etken
teknolojinin değişen ve gelişen ihtiyaçlar karşısında sürekli
gelişme göstermesidir. Yazılı basında basım süreçleri de bu
teknolojik gelişmelerden kendi payına düşeni almıştır. Bu
çalışmada bu süreçler bütün kalemleriyle ele alınarak bir araya
getirilmeye çalışılmıştır.
Çalışmada basının ortaya çıkışı ve matbaanın gelişmesi
ayrıntılı bir şekilde anlatılmıştır. Basım ve basım teknolojinin
tarihçesinde “Basım ve basın teknolojinin tarihçesinden başlayarak,
en son teknolojiye sahip baskı makinelerine ve özelliklerine
yer verilmiştir. Bir sonraki başlıkta ise gazetenin hammaddesi olan kağıdın ortaya çıkışı, çeşitleri ve özellikleri ile bir arada
değerlendirilerek ele alınmıştır.
Tipo Baskı Kâğıtları ve Özellikleri, Ofset Baskı Kâğıtları ve
Özellikleri, Rotatif (Web) Ofset Baskı, Kağıtları ve Özellikleri,
Tifdruk Baskı Kâğıtları ve Özellikleri, Serigrafi Baskı Kâğıtları
ve Özellikleri bu bölümde kağıda ilişkin yer alan önemli
başlıklardır. Renkli baskı döneminin başlamasının ardından
basım sürecinde önem kazanan bir diğer ayrıntıda renk ayrımı
yapılmasıdır. Renk ayrım makineleri de teknolojik gelişmeler
ışığında birtakım değişiklikler göstermiştir. Ayrıca bu bölümde
renk ayrım makineleri ile scannerlerin de karşılaştırılmasına
yer verilmiştir.
Çalışmanın en son bölümünde ise bütün bu gelişmelerin
sonucunda tamamen teknoloji ile buluşan gazetenin tasarım
aşamasına ağırlık verilmiştir. Önceki bölümlerde olduğu gibi,
bu bölümde de ilk aşamadan başlayarak günümüze uzanan ve
gazete tasarımında kullanılan programlar hakkında açıklayıcı
bilgilere yer verilmiştir. İçinde bulunduğunuz dönemde çok
sayıda programla ve bilgisayarla gerçekleştirilen bu aşamaya
ilişkin bilgiler anlatılmıştır.

Basın özgürlüğü, ifade özgürlüğünün bir diğer şekli olarak
karşımıza çıkar. İfade özgürlüğü bir insan hakkı olarak, BM
İnsan Hakları Evrensel Bildirgesi, BM Medeni ve Siyasi Haklar
Sözleşmesi, Avrupa İnsan Hakları Sözleşmesi gibi en temel insan
hakları belgelerinde yer almıştır. Avrupa İnsan Hakları Sözleşmesi
m. 10’da ifade özgürlüğü güvence altına alınmıştır. Anılan
maddede ilk olarak ifade özgürlüğünün çerçevesi çizilmiş, bu
özgürlüğün kanaat özgürlüğü ile kamu otoritelerinin müdahalesi
ve ülke sınırları söz konusu olmaksızın haber veya fikir alma
ve verme özgürlüğünü de içerdiği belirtilmiştir. 10. maddenin
ikinci fıkrasında ifade özgürlüğünün kabul edilebilir sınırları
belirlenmiştir. Buna göre, ifade özgürlüğü üzerine konan bir
sınırlamanın kabul edilebilmesi için, sınırlama ilkin kanunen belirlenmiş olmalı, ikinci olarak bu sınırlama demokratik bir
toplumda gerekli olmalıdır. üçüncü olarak ise bu sınırlama 10.

Turkey in line with Ankara’s decade-long efforts for EU accession, and EU standards
in particular during the Justice and Development Party (AKP) administration over
the past decade. Its central theme is to analyze the major components of the media
system and how press freedom faced obstruction and challenges in Turkey’s ever-evolving
and changing political domain beset by periodic crises and direct and
indirect interference from non-governmental actors, bureaucratic power sources
and outside elements. The scope of the study spans several decades but mostly
focuses on the past few years. It examines the cases of journalists who faced prison
sentences and different forms of legal investigations in Turkey over their journalistic
works and how they brought their cases to the Strasbourg-based European Court
of Human Rights (ECtHR) when all options for legal remedy at domestic legal
channels have been rendered near impossible. Press freedom in Turkey according
to European standards, therefore, happens to be the main theme of the study
to offer a comparative analysis regarding entrenched problems in Turkey’s legal
system and how the ECtHR involved in cases regarding media freedom. It delves
into details of specific cases that were taken by the Strasbourg-based court,
which has recently been overwhelmed by tens of thousands of applications from
Turkey in the aftermath of a failed coup in 2016. Taken in a broader historical
perspective and context, the study aims to provide a background to the problems
that have dogged Turkey in terms of media freedom from the EU prism. Given
that more than 100 journalists languish in Turkey’s prisons and around 160 media
outlets have been shut down in the post-coup crackdown, the issue appears to be
currently relevant to today’s politics. According to the New York-based Committee to
Protect Journalists (CPJ), Turkey is the top jailer of journalists in the world. As a
methodological framework, the essay will provide a narrative, descriptive history
of the media and government relations. It will also offer content analysis and
historical assessment to make a compelling case.
