In Shelby County, Tennessee, socioeconomic census tract data were mapped to identify the socially vulnerable population and places to underpin strategies in the Mid-South Regional Resilience Master Plan (RRMP). While this is an important step in identifying vulnerability in the county, this paper aims to enhance the local analysis through an integrated approach that considers both social factors and environmental hazards in assessing vulnerability. Design/methodology/approach This paper conducts a social vulnerability assessment by integrating a social vulnerability index with risk exposure analysis at the census tract level to identify the population and places vulnerable to riverine flooding in Shelby County. ABSTRACT US cities operate amid a longstanding notion that excessive government impedes prosperit... more ABSTRACT US cities operate amid a longstanding notion that excessive government impedes prosperity. Here post–recession austerity did not trigger new retrenchment, but instead exacerbated an existing vacuum of the public. In cities like Memphis, institutional or community–led planning cannot confront austerity by going back to something it was before the recession. Instead, genuine public planning must be invented ex novo, exploring why planning agencies have not truly been able to act for the benefit of all. The recent launch of Memphis' first city–led comprehensive planning effort in decades provides an opportunity for reflection. This article examines whether a new emphasis on planning in Memphis represents a positive disruption of the status quo or a merely a disguised continuation of growth–machine motives. The findings argue for the need to work on the small signs of authentic interest in public planning as a starting point for new anti–austere courses of action.

Independent empirical analyses are often used to refute assertions that sports stadiums can serve... more Independent empirical analyses are often used to refute assertions that sports stadiums can serve as economic catalysts. Criticisms of recent stadium investments, however, are commonly based on studies conducted with data that it out of date. Current generation stadiums typically exhibit a different character and purpose than the multi-use, utilitarian facilities built in the 1960s and 1970s. This study tests the importance of the new context within which stadiums are built by recasting a landmark study with current data. Nineteen metropo- litan areas are included in a cross-section time-series analysis, representing every city that gained or lost an NFL or MLB team, or experienced a stadium construction for such a team between 1984 and 2001. These sports-related variables are found to be positively correlated with regional income share for eight of the nineteen metropolitan areas. A closer look at the findings suggests that context matters.
