Boko Haram terrorist has unleash terror and fear in the minds of Nigerians that led to major displacement particularly in northeast which led to the larger displacement of people. This resulted in the establishment of Internally Displaced Persons (IDPs) Camps in Maiduguri, the capital city of Borno State and elsewhere across the north east. The North-East region is reported to be the poorest region in Nigeria since 1985, with the highest incidence of poverty (ranging between 54.9%-72.2%. It has the highest unemployment rate and number of Internally Displaced Persons (IDPs) totaling to about 11,360. According to United Nations refugee agency, 350,000 inhabitants of northeast Nigeria are now refugees in Cameroun, Chad and Niger. Besides, the State Emergency Management Agency (SEMA) has limited resources and capability to cater for their basic needs. In addition, the Nigerian Emergency Management Agency (NEMA) in April 2014 admitted facing challenges in resettling 250,000 persons displaced in the northeast Nigeria by insurgents. No government can single handedly, take care of the devastating effect, as such the need for maintaining essential services like assisting internally displaced populations in areas of food supply, health care delivery, education, empowerment, water supply among others. Thus, greater involvement by local and International Non- Governmental Organizations is required to deliver humanitarian assistance to the victims of insurgency in the Northeast. This paper, therefore, attempts to assess the general activities of International Non-Governmental Organizations (INGOs) towards the management of IDPs in Maiduguri, Borno State and provides the Islamic viewpoint. The paper went further to proffer some recommendations for better management of IDPs.

The paper goes to memory lane to trace the origin of the insurgency and the causes of Boko Harām terrorism. The study revealed that Boko Harām insurgency has cost more than 20,000 lives, displaced more than a million, and destroyed hundreds of schools. Furthermore, the insurgency further resulted in kidnapping of school girls, killing of students and teachers as well as closure of private and public schools. This has created palpable fear and apprehension in the minds of parents which resulted in withdrawal of thousands of children from schools in an area already the most educationally backward in the country. The study further revealed that the insurgency have affected the smooth running of Islamic scholarship and learning which Borno was noted for. One of the major setbacks was assassination of number of high profile Islamic scholars in addition to relocation of many scholars to other parts of the country, and even some left the country because of fear of attack by the sect. This has brought a major setback not only in the progress of Islam but also to the development of Islamic and western education. For the policy recommendations, this paper recommends among other things that government should make Islamic education compulsory core subject so as to break the ideology of Boko Harām. In addition, Nigerian government should embark on more viable programmes like free education at all levels particularly in Borno, Yobe and Adamawa states; Islamic scholars and teachers, especially in the north eastern parts of the country should be given incentives, such as special allowances to continue to compensate them for untold hardship they suffered as a result of Boko Harām insurgency.

The country is a multi-ethnic nation with over 400 ethnic groups distributed between the two major religions i.e. Islam and Christianity. Ethno-religious crises have become the order of the day in the country. Studies over the years have shown that Nigeria has witnessed series of political and ethno-religious crises characterized by bombings, maiming, kidnapping, vandalization and killings of several persons, loss of business investments, and numerous others displaced. These crises result from different value systems, aggressive competition for land, political resources, the internecine of Boko-Haram insurgency, indigene/settler crises and the perennial herdsmen/farmers crises. Concerted efforts by both government and other stakeholders to checkmate it have been, so far, without much success. The thrust of this paper therefore, is to examine the manifestations of ethno-religious crises in Nigeria with a view to pinpointing its nature, form, causes and provides solutions based on Islamic perspective. In conclusion, the study recommended that there is need to take decisive measures to reduce the spate of ethno-religious crises in the Northern part in particular and Nigeria in general.
