Support for overflow: auto; on the content area

Description

{ position: relative; overflow: auto; } on the content area can have a few uses. Sometimes it can fix floating issues in a skin. Other times it can be used to prevent in-page vandalism from ever getting outside of the content area.

This bug tracks issues in the way of supporting overflow: auto; on skins.

@DanielFriesen I'm unsure what the purpose of this ticket currently is. What are we trying to achieve, have we checked if there are not unintended sideeffects from achieving this, and are we actually achieving it ?
