Yes, the character between File: and Stolperstein. If my diff view names it right, it is a zero-width non-joiner (unicode U+200C).

The original version with frame was restored, so the problem can not be reproduced (see file version history).

I'd exclude browser cache issues as the problem occured with differenct browsers for different users who had not loaded the image before.

T141739 is resolved, but https://commons.wikimedia.org/wiki/File:RR_Uebersichtskarte.jpg still has thumbs that are affected. I tried this with different random sizes, e.g.
