This puzzle game is set on Sky Islands, a cluster of islands that float on the clouds and are inhabited by human-like alien creatures. The player is a special agent, who joins his experienced police partner Joe Cluesteau to solve several petty crimes such as a sabotage of the town's clock. To solve these crimes the player needs clues. To get these clues the player must visit one of three puzzle islands. Each island is specialized in one form of a puzzle. The first island is Rebus Isle, where the player must solve a set of rebus puzzles to get the clues to crack the case. There's also the Airshow Isle where the player must create flight plans for the airshow. The final island is the Stadium Isle, where the player must follow instructions on how to place the spectators in a way that they will all enjoy the show. Each of these islands has several stages of the same puzzle. Once all the puzzles on either island are completed, the player should have enough clues to find the suspect with the help of a clue machine that matches the clues with 3001 suspects. The gameplay is the same for each case and the puzzles tend to repeat. If a puzzle is too hard or obtuse, there's a thorough hint system. 2D animation is used for the characters and they are kid friendly. The game also has a section for the parents where in a short FMV sequence Edmark's vice-president of product development and former teacher Donna Stanger personally appears to explain the process behind the development of the game as well as the educational aspects of the game.
