It shows that two user centric models of innovation co-exist: the owner and Lead user status. The article analyses the consequences of user’s characteristics on the client and firms relationships. It focuses also on the consequences of user’s characteristics on the technological and organizational capabilities associated to the client. The article is based on a depth case study related to the US Defence and on its role in the innovation processes.

What are the determinants of patent trade? Market for ideas concerns all the transactions related to already existing technologies excluding others technological exchange as in the case of human mobility (i.e. labour market) or R&D collaborations (Arora and Gambardella 2010, p.777). However the evidence reported in the literature is essentially referring to patent license activities and there has been little robust evidence about the extent of trade in patents. A remarkable exception is the analysis carried out by Carlos J. Serrano (2010) based on USPTO records on change of properties. The aim of this paper is to provide further evidence of patent change of ownership and to highlight the determinants why a patent is traded. In order to do this, we analyses the change of properties in EPO office over the period 1995 and 2007, using the LEGAL DATA provided by PatStat. Moreover we focus our analysis on the change of properties from public organizations (e.g. top universities) and private ones. Our analysis focuses on transfer of property from public organization such as universities to private organizations. Doing so, we assess the effect of patent/owner characteristics on the hazard of observing a transfer of property from public organization to private organizations and we explore the market for ideas (at least in terms of patent trade) developed by public research organizations.

It suggests that understanding the role of Defence in innovation requires taking into account its status of final user of very specific technological projects. Defence may hold two statuses: owner and/or lead user. These contribute to understand its role as regards the various levels of its active intervention. This article explains in which cases the Defence might be assimilated to an owner and to a lead user in France and in the United States. It makes precise the implications of these roles in order to appraise the Defence's involvement in the innovation networks. This article underlines the importance of the variety of competences required or the Defence user (as a lead user and/or an owner). oui
ABSTRACT The diversity of European regions in terms of R&D and of absorptive capacities h... more ABSTRACT The diversity of European regions in terms of R&D and of absorptive capacities has been extensively investigated but without taking into account all dimensions of the regional innovation systems. Even though the variety of connections is a source of constraints and opportunities for the development of territories, few analytical contributions have been devoted so far to this subject and to the implications for regional public policies. This article aims at contributing to the analysis of regional research and innovation systems. It focuses on the different types of scientific connectivity present at local to global levels, and proposes a typology of European regions based on co-publication statistics. It links this characterization of European regions with regional policy issues and discusses the relevance of these measures. The typology of scientific connectivity produces new maps of European regions, and challenges the classical R&D point of view about regional systems.
