El estudio analiza el comportamiento a largo plazo del índice de desarrollo humano (1990-2017) pa... more El estudio analiza el comportamiento a largo plazo del índice de desarrollo humano (1990-2017) para 139 países, desagregándolo en dos componentes: el ingreso nacional bruto real per cápita y por otro un índice combinado de salud y educación.3
Se muestra que índice de desarrollo humano mejora para todos los países del mundo con pocas excepciones, además al desagregar el índice entre el ingreso y el combinado de salud y educación se muestra que hay una relación positiva tanto del índice como de las posiciones de los países.
La República Dominicana ha seguido esa tendencia mundial en cuanto a mejoría del índice de desarrollo humano y entre las relaciones de los índices de ingreso y el combinado de salud y educación. Sin embargo, registra una relación inversa cuando se comparan las posiciones que registra el país a nivel mundial del índice de ingreso y el combinado de salud y educación.
Esto implica que la República Dominicana ha desaprovechado oportunidades para mejorar la calidad de vida con los recursos disponibles y otros países en el mundo con igual o menos recursos lo han aprovechado más.
Este resultado coloca a la República Dominicana en el décimo país en mundo (de 139) que menos ha aprovechado los recursos para mejorar la salud y educación y tercero (de 26) en América Latina y el Caribe.

cambios profundos en la economía y en la sociedad dominicana.
Fue en este período cuando se desmontó definitivamente el modelo
de acumulación basado en el desarrollo industrial y urbano
financiado por las exportaciones tradicionales y fue sustituido
por otro modelo de reproducción social basado en las exportaciones
de zonas francas, el turismo y las remesas. Ello cambió
las dinámicas productivas, distributiva y de acumulación de
capitales, así como la institucionalidad que las sustentaba. Este
proceso, se inició en 1982 y que duró casi una década, fue acompañado de un enorme costo social en términos de la calidad de vida de la población.
El presente artículo analiza la naturaleza y dirección de los
cambios estructurales que se produjeron en la modalidad de reproducción de la sociedad dominicana (el cambio del modelo), así
como la forma en que se articularon estas tendencias de cambios
estructurales con los cambios en las políticas públicas que las potenciaron o la frenaron —entrando en contradicción
con ellas— durante los seis (6) gobiernos y cuatro (4) presidentes
que se sucedieron en esos años.

La segunda se inicia a finales del XIX con la industria azucarera, cuando se instala una nueva lógica de acumulación.
Desde la década de 1950, se desarrolla la industria de sustitución de importaciones de carácter urbano que fomenta una acumulación en ese sector, generando en el largo plazo contradicciones internas y coincidiendo con situaciones externas que no le permitieron seguir reproduciéndose, siendo reemplazada por las zonas francas y el turismo.
La consecuencia de las modalidades del desarrollo de estas actividades
productivas fue un crecimiento económico que generaba pobreza,
inamovilidad social y desigualdad, porque el salario se convirtió en el
precio de ajuste de la economía, creando una brecha creciente entre el
salario real y la productividad por persona empleada.
