" Socrates Greek philosopher from 469-399 B.C Lake Tana (ጣና) The Ethiopian have a saying which goes like this: " GANOCH ALEQUNA MENCHETOCH GAN HONU " " ጋኖች:አለቁና: ምንቸቶች: ጋን ሆኑ " Professionally I am not a water expert at all, but with this paper I am trying to be one despite having no proper education. Water engineering is the academic background of the current Prime Minister of Ethiopia, His Excellency Prime Minister Haile Mariam Desalegn. My academic background is public administration, public policy and management. So far, I did not hear much from his Excellency the Prime Minister about the disaster that is looming around Bahar Dar and in and around Lake Tana. I therefore took the liberty to say something about this disaster until the real expert or experts utter a word of comfort. I am trying to be an authority in a subject that I am not one. That is why I titled my article " GANOCH ALEQUNA MENCHETOCH GAN HONU " " ጋኖች:አለቁና: ምንቸቶች: ጋን ሆኑ " Most of Ethiopians within and those without, i.e. of Ethiopian origin in the diaspora already know, that great Lake of Ethiopia which is found in the northwestern plateau of Ethiopia, at 1800 meter above sea level, and which is the main reservoir for the great Blue Nile or the Abbay River is in the last days of its demise. Because of a foreign plant what the local population calls " EMBOCH " (እንቦጭ). I assume this plant is what the west calls the water hyacinth or known by its botanical name water hyacinth Eichhornia Crassipes (Mart). If that is the case, then we have a great problem not only to Ethiopia but both to the Sudan and Egypt. The water hyacinth is an aggressive water plant that for more than 100 years and in almost all continents is creating huge nuisance. The problem now has grown to such proportions that many governments including Ethiopia are wondering what to do with their hands in the air. I do not know about the others, but ours is in prayers. That is what we do always when we are confronted with imminent danger. Growing up in MONQORER(መንቆረር) where heavy rains coupled with thunderstorms and lightening roll across the city of Debere Marcos (መንቆረር)year in, year out, I remember how many times I used to say " BE SEME ABE " (በስማም-በስመ አብ), that was my " MEBEREQ MEKELAKEYA " (መብረቅ መከላከያ) however it was later in my life, that I have learned a lightning rod or a metallic conductor that is attached to a high point can also lead the forces of the lighting to the ground there by protecting the houses and the people from destruction. Perhaps it is time for us to stretch one arm to God and the other to the shovel.

Presence in the Holy Land: The almost two millennia presence of the Ethiopian Church at
Dar Sultan in Jerusalem and the recent immigration of Ethiopian followers of Judaism to
Israel in the last two decades. Both Ethiopian communities - Christian and Judaic -- have
a remarkable history in the web of Ethiopian Christianity itself which is, without any exaggeration, the most Judaic Christianity in the entire history of Christendom. By Looking at the history of both the Christian and Judaic religious communities in Ethiopia and their presence in the Holy Land, this paper attempts to contribute to the ongoing Christian-Jewish dialogue on a world scale by looking at one of the most fascinating Judeo-Christian cultures in the world, Ethiopia, and it’s diaspora in the Holy Land. The research will be carried out in Europe, Ethiopia, and Israel.
17 September 1969 a second year student by the name Walleligne Mekonen wrote a very provocative a... more 17 September 1969 a second year student by the name Walleligne Mekonen wrote a very provocative and short article entitled 'On the Question of Nationalities in Ethiopia' on the then organ of USUAA which was called Struggle, This article though was limited in its depth, ignited a heated debate on which comes first in Marxian paradox of the 'primary contradiction' the national question or Class struggle. Even though it is was some 42 years ago that this article was written, throughout and until now this idea laid the ideological basis for political mobilisation in Ethiopia. According Sara Vaughan, the author of 'Ethnicity and Power in Ethiopia', 'The National Question' and the body politics which emerged there after including many of those which continue to do so could be traced back to the Wlalleligne's idea and his generation. According Teshale Tibebu, the Ethiopian student generation of the 1970's were the most radical student movement in Africa, and one of the most radical in the world. Its radicalism was par with that of the Iranian students. Above all, it was also influenced by Marxist ideology in which the various spectrums such as the 'National Question' and shades stemmed from a sympathetic encounter with Marxist theory. In order to analyze the ideals of that generation one needs to investigate two very important issues mainly 1. the intellectual roots of Marxism 2. the intellectual roots of Ethiopian modern education. On both issues one thing stands out common, both Marxism and the modern education system grew out of the 19th century Eurocentric intellectual culture and the Eurocentric construction/structure of knowledge. To use Teshale's words , it was not Walleligne's fault that his four-page call for the 'deconstruction of the power structure' until now remained unelaborated, unexamined, unexplored, and unresearched. Tilahun Takele (pen name of two later EPRP leaders) enlarged Walleligne's pages, but more does not mean better. The blank spaces of knowledge of Ethiopian society were filled with long quotations form Comrade Stalin and Comrade Lenin. In this conference I will attempt to identify the Genesis of Ethnic politics and its aftermath vis-à-vis Ethiopian quest for Modernity.

Some political philosophers, namely the society-centred ones, argue that the source of policy and of policy change are determined by the relationship of power and domination among groups and social classes. But the state-centred ones start their principal unit of analysis on the decision maker or on the organization responsible for the outcomes.
This research paper attempts to investigate the current policy crises of subSaharan Africa using both the society-centred and the state-centred approaches simultaneously.
