Az országgyűlési képviselők választásáról szóló 2011. évi CCIII. törvény elvben megteremtette a 1... more Az országgyűlési képviselők választásáról szóló 2011. évi CCIII. törvény elvben megteremtette a 13 elismert magyarországi nemzetiség számára az országgyűlési képviselet lehetőségét. A nemzetiségek a 2014-es választáson végül nem juttattak képviselőt az Országgyűlésbe, de szószólóik jelen vannak. Ez az írás a szószólói intézmény működését kívánja bemutatni a szószólók jogainak és lehetőségeinek feltérképezésével, valamint röviden ismerteti a szószólók elmúlt három évben végzett munkáját is. Az látható, hogy nemzetiségi szószóló intézménye biztosan nem segít megvalósítani a liberális multinacionalizmus feltételeit, de még bizonyos alkotmányos célokat sem. Nem adottak megfelelő intézményi keretek, és azokat változó hatékonysággal töltik ki az egyes szereplők is. As the Roma National Self-Government in Hungary failed to draw up its electoral list for the 2022... more As the Roma National Self-Government in Hungary failed to draw up its electoral list for the 2022 elections, it seemed that nobody would represent the most populous minority in Parliament; at least not within the framework of the preferential mandate system. This blog post covers the circumstances and developments behind this paradoxical situation and explains how uncompromising political wings have caused this outcome. The incumbent Roma minority advocate in Parliament and his allies worked hard to prevent anyone else from obtaining the first position on the electoral list and thus becoming a member of parliament, while the other political wing within the Roma self-government ruled out the re-election of the sitting advocate. As the author points out, however, the main problem lies in the very nature of the system, namely in the lack of real internal competition. The report focuses on the United Nations, the African Union, the League of Arab States and the Organisation of Islamic Cooperation. The eventual aim of Work Package 3, of which this report forms part, is to provide the EU with conceptualizations of human rights, democracy and the rule of law that take into consideration the diverse conceptions found in third countries and in other international organisations. The organisations' original purpose, moment of creation, and structure inevitably influence the development of their human rights, democracy and rule of law conceptions, and their practical engagement with these concepts. It pays particular attention to the evaluation of parliamentary representation and its correlation to the evaluation of other rights.
