It is the aim of the government to elevate the socioeconomic status of Malaysians particularly the bottom 40 percent of the working population (B40) who is economically challenged. Most of the B40 Malaysian employees are working in the Small and Medium Enterprises (SMEs) and holding lower level positions only. In most of the developing countries around the world, there will be a high percentage of people who has low incomes, similar to the B40 group in Malaysia. The lowincome group must be elevated if a nation wishes to become developed. The Malaysian government has interests to adopt the talent quotient practices and apply it to the B40 employees in the SMEs. SMEs does not adopt talent quotient practices extensively as resources are limited and there is a higher significant of employee turnover. The aim of this study is to develop a strategic fit model of talent quotient for low skilled employees in SMEs, based on human resource tools like staffing, learning, development, engagement and retention. The study deployed a quantitative data collection method with 301 completed questionnaires from B40 youth employees currently working with various SMEs in Malaysia. The research indicates that number of factors play significant role in improving the knowledge, skills, abilities and attitude of employees, thus improves their job performance and productivity. The study proposed some recommendations to relevant stakeholders and provided the way forward for realizing the government’s aspirations by the year 2020

The preliminary interviews with MKN officials implied that the organisation could benefit from the implementation of a system (ICT/web enabled) to support the disaster management (DM) efforts. MKN is currently facing three main challenges, namely, communication, coordination and collaboration (3Cs) issues between MKN and its affiliate members/agencies, data management issues and information, knowledge sharing and dissemination issues.

Academics have to grapple with the changes imposed in order to remain relevant. With the introduction of the Malaysian Education Blueprint (2013–2025) and other factors, academics in higher learning institutions have had to change and ensure that change is sustainable. In line with this, one of the issues in the area of organisational change is commitment to change. The purpose of this paper is to determine the link between the academics’ level of commitment to change and change-related behaviour in selected Islamic higher learning institutions in Malaysia. A survey method was applied, and questionnaires were distributed. Responses from 103 respondents were analysed using PLS-SEM. Results indicated that academics’ level of affective commitment to change has an influence on cooperation and championing, while continuance commitment to change only influenced compliance. Normative commitment to chan...

The purpose of NI4.0 is to increase enterprises’ intelligence capabilities as smart manufacturers in the Association of Southeast Asian Nations (ASEAN), who employ data and information across the whole enactment process. As a result, high-technology adoption in NI4.0 is expected to improve knowledge creation (KC) in the Information Technology (IT) business. Recent NI4.0 breakthroughs have permitted new types of borderless projects, thereby, increasing the complexity and unpredictability of IT projects while simultaneously providing a multitude of new knowledge. However, the understanding of contemporary practice difficulties in IT projects and the knowledge creation phenomena is limited. Method: This study is exploratory in nature with a generic qualitative research method. Ten selected key I...

One important factor projected by literature in combating cybercrime is legislation. In order to combat cybercrime, the role of cybercrime legislation is a challenge that has not been clearly studied before. This paper thus aims to recapitulate the literature on cybercrime legislation in combating cybercrime. The literature in this context emphasises on existing studies relating to cybercrime legislation and addressing the importance of adequate and efficient responses in place in order to combat cybercrime efficiently. Methods: This paper finds an extensive literature review using the “Preferred Reporting Items for Systematic Review and Meta-Analysis” method based on legislation to combat cybercrime and explains a systematic analysis of the legislation in most advanced countries in both technology and legal framework. The study was done by selecting ...

Frugal Innovation (FI) is conceptualized under the theory of Knowledge based view (KBV) and dynamic capabilities view (DCV) to support firms with resource constraints to create more sustainable growth. This research will adopt a positivist philosophy to identify the main aim of this research. Purpose – This research seeks to contribute to the current debate in the literature, positioning frugal innovation within the sphere of Intellectual Capital (IC) research, through exploring the effect of IC on frugal innovation mediated by the Information Technology (IT) capabilities in private universities

At the national level, several policies have been formulated towards achieving the same goals, including the Eleventh Malaysia Plan (“11MP”), the National Physical Plan 3 (“NPP3”) and the National Urbanisation Policy 2 (“NUP2”). As at June 2021, there are 150 local councils, or “Pihak Berkuasa Tempatan” (“PBT”) in Malaysia. Through their respective PBTs, cities around Malaysia are beginning to embrace digital city services, in line with the global movement to achieve cities that are smart and sustainable. However, they don’t seem to have enough funding allocated for that purpose. PBTs primarily operate on conventional business model. Most PBTs receive their funding from the federal government, and then they in turn spend the funds by appointing vendors. It is likely that the PBT’s current financial operating model is not efficient enough to sustain any smart city initiatives. With the many challenges surrounding the financing of smart cities, practitioners and academics are exploring alternative approaches for smart city funding. Traditional business models usually mainly consider how much value that the model can contribute into the equation, but with the increasing complexity of the smart city ecosystem, new business models must also be considered. Identifying ways on how to do more with less is also paramount, hence the investigation on the applicability of frugal innovation theory to the development of smart city business model. Purpose – This paper presents practice review in relation to PBT’s financial and non-financial challenges in implementing smart cities, and the possible business model that can generate new fund to support the city services sustainably. We also explored the applicability of frugal innovation theory towards developing a smart city business model
