Each actor and academic professes his own definition, which leads Roland Paris to profess that “the content of human security really is in the eye of the beholder”. Is this correct? Are the varying definitions, broad and narrow, irreconcilable, or do they tend to converge into a concept that can be studied or implemented?

Advanced economies have been at the fore front of glorifying themselves as mighty economies which... more Advanced economies have been at the fore front of glorifying themselves as mighty economies which can swim against the current by ignoring common mechanisms which have been in place for quite a long time in solving financial and sovereign debt crises. They have ignored common measures such as debt restructuring and conversions, higher inflation, capital controls and other forms of financial repression and have gone for a mix of austerity, forbearance and growth. While these measures could be realistic in solving small scaled crisis. Large crisis such as the ongoing one need not be looked at from a political angle which makes these countries ignore the past crisis where the measures employed were not dependent on economic class of the state but on the urgent need to stabilize. These states have failed to learn from history to see how in the past debt overhangs were solved. The view that comes out clearly that advanced economies employ certain measures to manage public expectations shows how wrong these policy makers are. Sometimes in the in the interest of the economy, one as a policy maker has to bear the cost of accepting to be labeled an enemy of the people sooner than later after which they will risk losing credibility and destabilizing expectations. This is a clear indication that advanced economies care more about their public relations than their public situation. Tough times call for tough measures and history repeats itself. The states have to rise from denial and take stern measures to restrain the situation, or else their economies will bear more cost in deleveraging. Political measures must not be mixed with economic measures. While the writers; Reinhart and Rogoff indicate that advanced economies have been good at crisis management and not in crisis prevention, I agree with them but the advanced economies have not been overly efficient even when it comes to crisis management. Foreign policy in practice is a reflection of a state and its citizens in an international arena.... more Foreign policy in practice is a reflection of a state and its citizens in an international arena. States communicate their position and stand on international matters through their foreign policy. Therefore in a highly interconnected world, states have a task to ensure that their actions internationally and decisions are in line with their domestic interests and objectives. However sometimes due to both domestic and international variables states will make decisions that do not necessarily reflect their national interests. The research has used both Realism and liberalism as the guiding theories given that these theories take into account the domestic politics as a projection of foreign policy though in contrasting views. The research used qualitative method in getting relevant data to inform the findings herein. Qualitative data is the most practical form in a topic such as this given that the research mostly relies on past decisions and actions. The research narrows down to Kenya-China relations. It investigates the role different political dispensations in Kenya and its relations with China. The research seeks to add to the existing knowledge in the field of foreign policy as well as bring out ways in which foreign policy formulation in Kenya and Africa as a whole can reflect national interests under different political dispensations.
