In so doing, it attempts to offer an alternative category, Ottoman Europeanness, to circumnavigate conceptual issues surrounding Levantine culture.

This contribution has three goals: one empirical, another historiographical, and still another me... more This contribution has three goals: one empirical, another historiographical, and still another methodological. The first is to provide a brief empirical survey of commercial developments across the modern Middle East in the period in question, with passing reference to their temporal and spatial parameters. The second is to reflect on historiographical trends and suggest avenues for further research related to these themes. The third is to stress the potential synchronicity between social history and macro-economic frameworks in the study of commerce, time, and space in the Middle East. Both approaches tend to talk past each other, yet when integrated, they have the potential to breathe new life into scholarship on the political economy
of the Middle East and, more broadly, the global South as whole.
More specifically, the approach advocated here serves the purpose of revising dependency-theory narratives that see the nineteenth and early twentieth-century Middle East as reduced to a status of irreversible dependency in a single world economy and as a supplier of raw materials to the industrialized world. Yet a more variegated picture emerges when the region is broken up into smaller geographic units, the temporal scale is compressed, and endogenous institutions are analyzed in tandem with global trends. Above all, when social relations are foregrounded as the touchstone of analysis, then a textured, context-specific narrative begins to emerge that both complements and unsettles the accepted wisdom of economic powerlessness.
Furthermore, a diachronic account of economic transformation relates that commercial institutions, fiscal policies/capacity, and political reforms in the region frequently modulated and frustrated the logics of economic dependency. A diachronic account likewise draws attention to the demonstrable continuities in Ottoman and Qajar finance, trade, and labor practices from earlier centuries. Some of these continuities persisted into the interwar period. If market dynamics and the social relations inherent within a capitalist global economy are often framed as an imposition by Europe on the Middle East, when local and regional instantiations of capitalist processes are taken seriously, then the caricatures of an earlier historiography begin to give way. This essay strikes a middle ground between narratives of subordination and dynamism, contending that the constraints upon economic growth in the Middle East need to be carefully considered, without losing sight of the social realities on the ground that shaped the Middle East’s integration into the global economy and the international state system.

Türk ve Yunan nüfus mübadelesini son zamanlarda analiz eden araştırmacılar bu konuda tek taraflı ve milliyetçi yaklaşımlardan vazgeçmişlerdir. 90’larda birkaç tarihçi mübadelenin her iki tarafını birlikte dikkate almaya başlamıştır. Bugünlerde mübadeleyi etkileyen bazı etmenlerin de sadece yerli veyahut bölgesel bir bağlamda açıklanması zordur. Çünkü küresel faktörler de mübadillerin tecrübesine şekil vermiştir. Mübadele süreci boyunca Cemiyet-i Akvam önemli bir rol oynarken küresel emtia ve kredi piyasaları da sosyal ilişkileri etkilemiştir. Bir başka deyişle eşi benzeri görülmemiş bir demografik mühendisliğe sahne olan Türk ve Yunan nüfus mübadelesi siyasal bir proje olmanın yanı sıra ekonomik faktörler tarafından da teşvik edilmiştir. Güney Balkanlar’daki liman şehri Kavala’da ve yakınında ona tütün sağlayan kasabalar Drama ve İskeçe’deki tütün ticareti hem Müslüman ziraatçilerin hem de Rum Ortodoks işçilerin mübadele deneyimleri üzerinde yoğun bir etkiye sahiptir. Gayrimüslim ve Hristiyan olmayan (ve bu nedenle mübadeleye tabi olmamış) Yahudi tüccarların ve ecnebi Amerikan ve Alman şirketlerinin ekonomik hareketleri bu noktada önemlidir. This chapter of the edited volume "Commodities in History: Theoretical Reflections and Empirical ... more This chapter of the edited volume "Commodities in History: Theoretical Reflections and Empirical Case Studies," edited by Juan Cardona-Zabala, analyzes credit as a component of value-creation. In it, I argue that credit markets allowed certain commercial actors to divert value within the Ottoman tobacco trade given their unique position within the export-oriented commodity chain and the increasingly European financial system of the late Ottoman Balkans. This history is presented with the broader aim of furthering our understanding of how financial institutions and other non-productive aspects of trade alter value, in spite of their inability to create surplus value independent of the labor process. In short, circulation of credit may be limited in its ability to create value but it is certainly an important means of manipulating and maximizing it within the context of global capitalism.

Geçtiğimiz on yıl boyunca, sosyal tarihçiler ve ekonomi tarihçileri, 1883'ten 1925'e kadar yerli tütün üzerinde tekel sahibi olan Régie şirketinin faaliyetlerinin, yerli girişimi önemli ölçüde bozan bir güç olduğunu savunmaktadır. Şirketin gözetleme çabaları ve bu çabaların sonucunda kaçakçı ağların ortaya çıkarılmasını kanıt olarak sunan tarihçiler, Régie’nin politikasının Avrupa mali sisteminin yayılımının bir simgesi olduğunu iddia etmektedirler. Avrupalı mali kuruluşların Osmanlı maliye politikası içinde ölçü dışı bir rol oynadığı göz önünde tutulduğunda bu açıklama temelde gerçektir. 1875’te Bâb-ı li’nin iflas ilanını ve 1881’de Düyun-u Umumiye’nin kuruluşunu dikkate almak finansal entegrasyon sürecinde Avrupa maliyesinin özel mevkiini vurgulamaktadır. Hatta bazı tüccarlar bile Régie Şirketi’nin ihraç politikasına tabi olmadan tütün ihraç edebilme ayrıcalığını elde etmiştir. Bu durum, Régie'nin bir ekonomik sömürge ekonomik projesi görünmekten kaçınmak için tedarikçilerle yaptığı mali işlemlerde ve gözetim çabalarında, yerel Osmanlı yönetiminin emeğini kullanmaya gerçeğiyle daha da karmaşıklaşmıştır. The Second Constitutional Era (c. 1908-18) was a period of profound political and social tension... more The Second Constitutional Era (c. 1908-18) was a period of profound political and social tensions for Ottoman subjects. Proponents of various models for national development debated the empire’s future under the leadership of the Committee for Union and Progress (CUP). For their part, provincial representatives of the CUP framed their economic policy initiatives to appeal both to the peasantry and to the merchant class. The public discussions of CUP policies related to the tobacco sector provide a useful window into the political and moral economy of the southern Balkans and public critiques of international finance after the constitutional revolution. By 1908, tobacco had already been at the crossroads of regional economic development and European financial domination for nearly three decades. Considering that the domestic tobacco monopoly was set to expire in 1913, the region was primed for debates about the agricultural credit market and the customs regime. In this context, proposals for state-led development were meant to satisfy the varying moral demands of agriculturalists (Tr. zürraʿ) and merchants (Tr. tüccar) in the tobacco-producing zones of the southern Balkans.

This essay strikes a middle ground between narratives of subordination and dynamism, contending that the constraints upon economic growth in the Middle East need to be carefully considered, without losing sight of the social realities on the ground that shaped the Middle East’s integration into the global economy and the international state system.
Türk ve Yunan nüfus mübadelesini son zamanlarda analiz eden araştırmacılar bu konuda tek taraflı ve milliyetçi yaklaşımlardan vazgeçmişlerdir. 90’larda birkaç tarihçi mübadelenin her iki tarafını birlikte dikkate almaya başlamıştır. Bugünlerde mübadeleyi etkileyen bazı etmenlerin de sadece yerli veyahut bölgesel bir bağlamda açıklanması zordur. Çünkü küresel faktörler de mübadillerin tecrübesine şekil vermiştir. Mübadele süreci boyunca Cemiyet-i Akvam önemli bir rol oynarken küresel emtia ve kredi piyasaları da sosyal ilişkileri etkilemiştir. Bir başka deyişle eşi benzeri görülmemiş bir demografik mühendisliğe sahne olan Türk ve Yunan nüfus mübadelesi siyasal bir proje olmanın yanı sıra ekonomik faktörler tarafından da teşvik edilmiştir. Güney Balkanlar’daki liman şehri Kavala’da ve yakınında ona tütün sağlayan kasabalar Drama ve İskeçe’deki tütün ticareti hem Müslüman ziraatçilerin hem de Rum Ortodoks işçilerin mübadele deneyimleri üzerinde yoğun bir etkiye sahiptir. Gayrimüslim ve Hristiyan olmayan (ve bu nedenle mübadeleye tabi olmamış) Yahudi tüccarların ve ecnebi Amerikan ve Alman şirketlerinin ekonomik hareketleri bu noktada önemlidir. Bu makale, tütün ticareti yapan iki kardeş arasındaki yazışmaları kullanarak mübadele meselesinin sadece yerel siyasal sürece bağlı olmadığını, aynı zamanda hem küresel siyasi sistemle hem de uluslararası ekonomi ile ilgili bir süreç olduğunu açıklamaya çalışmaktadır.
Geçtiğimiz on yıl boyunca, sosyal tarihçiler ve ekonomi tarihçileri, 1883'ten 1925'e kadar yerli tütün üzerinde tekel sahibi olan Régie şirketinin faaliyetlerinin, yerli girişimi önemli ölçüde bozan bir güç olduğunu savunmaktadır. Şirketin gözetleme çabaları ve bu çabaların sonucunda kaçakçı ağların ortaya çıkarılmasını kanıt olarak sunan tarihçiler, Régie’nin politikasının Avrupa mali sisteminin yayılımının bir simgesi olduğunu iddia etmektedirler. Avrupalı mali kuruluşların Osmanlı maliye politikası içinde ölçü dışı bir rol oynadığı göz önünde tutulduğunda bu açıklama temelde gerçektir. 1875’te Bâb-ı li’nin iflas ilanını ve 1881’de Düyun-u Umumiye’nin kuruluşunu dikkate almak finansal entegrasyon sürecinde Avrupa maliyesinin özel mevkiini vurgulamaktadır. Ancak bu makale, Régie şirketinin kredi uygulamalarının, büyük ölçekli bir ihracat ekonomisi ve Selanik ve Kavala'daki elitlerin egemen olduğu sağlam bir yerel kredi piyasası bağlamında, zorlayıcı güçleri açısından sınırlı olduğunu gösterecektir. Dolayısıyla Selânik ve Kavala’daki ticari seçkinler hem ihracat pazarına hem de kredi piyasasına egemen olmuştur. Bölgesel tüccarlar kurumsal ve kurumsal olmayan kredilerin bir arada var olmasına izin veren metalaşmış bir kredi piyasasında birbirlerine hem ödünç vermekte hem de birbirlerinden ödünç almaktadır. Aslında, Régie şirketi bölgesel tütün ticaretinde çok önemli bir kurum olmasına rağmen, 19. yüzyıldaki Makedonya ve Trakya tütün ticaretinin egemenliği için çok önemli olan, birbirine bağlı bölgeler arası pazarlar sistemi içindeki yerel ticari seçkinler kadar uyum sağlayamamıştı.
Osmanlı İmparatorluğu'nun her bölgesinde, aynı sosyal ve ekonomik kurumlara bağlı olarak farklı şekillerde tütün üreten şehirleri küresel ekonomiye dâhil edilmiştir. Bu süreçte Makedonya ve Trakya’da ise önde gelen tüccarların Régie’ye ve diğer tüccarlara göre daha avantajlı bir durumda olduğu ispat edilmeye çalışılmaktadır. Bu avantaj kurumsal kredi mekanizmaları, çeşitli yatırımlar, geniş piyasa şebekeleri, ve hem Avusturya-Macaristan hem de Osmanlı hükümetlerinin siyasi ayrıcalıklarını içeren çeşitli portföyler aracılığıyla sağlanmıştır. Hatta bazı tüccarlar bile Régie Şirketi’nin ihraç politikasına tabi olmadan tütün ihraç edebilme ayrıcalığını elde etmiştir. Bu durum, Régie'nin bir ekonomik sömürge ekonomik projesi görünmekten kaçınmak için tedarikçilerle yaptığı mali işlemlerde ve gözetim çabalarında, yerel Osmanlı yönetiminin emeğini kullanmaya gerçeğiyle daha da karmaşıklaşmıştır. Makalede, bu karmaşık tarihte yaşanan, Osmanlı'nın uluslararası finansman sistemine dâhil edilmesinin ve bölgesel düzeyde birbiriyle bağlantılı pazarların genişlemesinin öyküsü anlatılacaktır. Böylece, İstanbul’daki bürokratlar ve Viyana, Berlin, ve Londra’daki bankerler tarafından faaliyetlerine getirilen kısıtlamalara rağmen, Makedonya ve Trakya’daki Osmanlı ticari temsilcilerin önemli derecede ekonomik güce sahip oldukları gösterilmiş olacaktır.
