and how ... more This thesis studies the evolution of different public administration concepts and models and how institutional changes in the Brazilian state have been reflected in the administration of the electric sector since its creation, from the end of the 19th century until the early 2000s and the implementation of the new model. This work is therefore divided in three main sections: (i) a theoretical analysis of the principal models of public administration, namely patrimonial, bureaucratic, and managerial; (ii) how the Brazilian state adopted and adapted these models to its own situation; and (iii) how these changes were reflected in the evolution of electrical sector regulation.
