Seventy five regions are selected following the double criteria of size of the manufacturing industries and high per capita income levels. Finalmente, se definen los objetivos e instrumentos de lapolítica industrial que hoy se necesita. Las ayudas que España va a recibir del fondode recuperación europeo deberían facilitar la consecución de objetivos ambiciosos, asícomo un profundo giro en las concepciones hoy prevalecientes acerca del papel de laintervención pública en la industria y de las formas más eficaces de llevarla a cabo.
This chapter focuses on the specific factors determining Spanish economic growth from 1985 until ... more This chapter focuses on the specific factors determining Spanish economic growth from 1985 until now. After a short summary of the main features of this period, from a comparative point of view, the important structural changes are highlighted. Later, the role of labour and total factor productivity on trending growth are analysed, as are the main shocks and macroeconomic imbalances that have accompanied them. With an increase in annual per capita GDP four decimals higher than the average for the EU-15 from 1985, Spain today has an average income level equivalent to 89% of the average income of this group of countries. This formidable economic growth was facilitated in large part by the increasing openness to foreign competition achieved by integration into the EU and by incorporation into the Eurozone. It has also been favoured by considerable immigration since 1995.

Purpose This paper aims to analyse the relevance of management and productivity in the behaviour ... more Purpose This paper aims to analyse the relevance of management and productivity in the behaviour of firms in international trade. Design/methodology/approach Using a survey of Spanish manufacturing firms, the authors use a management quality index to serve as a proxy for the good management practice of the firm. Findings The results demonstrate that exporter and multinationals firms are more productive and better managed than domestic firms. Furthermore, in the periods in which switcher firms decide to export or to invest abroad, they are better managed but are not more productive than in the rest of the periods. Finally, results indicate that regardless of its positive relationship with productivity, management also has a direct impact on the firm’s probability of exporting and involving in foreign direct investment. This paper urges a wider and more proactive industrial policy for the European economies, particu... more This paper urges a wider and more proactive industrial policy for the European economies, particularly for the Southern ones, than that followed up until now; one able to respond to new and important challenges posed by the ongoing technologic revolution based on ubiquitous connectivity and massive computation. Such a policy must contribute decisively to the establishment of a new and inclusive program of economic growth. Moreover, it should be developed in a broad framework of cooperation among all the agents involved in manufacturing industry and the advanced service sectors inside every country. Cooperation between countries must also be reinforced towards a more effective and wider common EU policy.

El libro es un compendio de la capacidad que tiene la economia aplicada en Espana para indagar sobre los problemas y potencialidades de la economia espanola, con rigor y capacidad divulgativa. De este modo se rinde homenaje a uno de los mas reconocidos especialistas en este ambito: el profesor Jose Luis Garcia Delgado. No existe ningun libro con una vision tan comprensiva sobre la economia espanola realizada por un plantel tan amplio de reconocidos especialistas. La combinacion de rigor y capacidad divulgativa de los capitulos, y su esfuerzo de sintesis, hacen de este libro una lectura obligada para quienes quieran hacerse una idea fundada de los desafios que afronta la economia espanola en el presente.
El objetivo de este articulo es ofrecer orientaciones para la aplicacion de una politica de desar... more El objetivo de este articulo es ofrecer orientaciones para la aplicacion de una politica de desarrollo regional en un marco caracterizado por el afianzamiento de los gobiernos regionales y por el incremento de sus competencias. El trabajo se articula en torno a una revision bibliografica de las principales aportaciones teoricas y empiricas acerca de los factores que explican el crecimiento economico, revision que abarca desde la teoria convencional hasta las aportaciones mas recientes. Tomando como referencia este marco analitico se exponen los factores que permiten interpretar el atraso de algunas regiones espanolas. Del analisis se desprende que el crecimiento economico parece depender del incremento de capital por trabajador, entendido en sentido amplio. Por esta razon, se resalta la acumulacion de capital, en sus diferentes formas, como un objetivo prioritario a seguir por la administracion regional, es decir, se reclama una politica mas centrada en el crecimiento que en el objetivo de equidad distributiva.
