for bottom-up freedom of expression, a breaking point from
the historical debate about ownership of the media and the
potential to make visible the diversity of voices that conform
our societies. However, each day it becomes clearer that
the online assembly reproduces the power balances and
inequalities of tr aditional media, because although we are
using a new channel, we are generally still talking to the
same audience. Hence, we face a largely patriarchal and
conservative public, which now has more tools to voice its
position and take action against those that diverge from
mainstream conceptions.

From the beginning CAFTA met the resistance of the different expressions of the social movement in Costa Rica, since it steered away from the historical conquests that conformed the socially conscious state. Given the heavy polarization of opinions around the agreement a national referendum was called upon. This article focuses on the way the women's movement strategically used digital technologies during the struggle and the role these technologies enabled women to have within the social movement as a whole

In the context of these complex phenomena, there are important consequences if one chooses to centre the debate on the technologies or if one sees the technology as an
important means, but just a means none the less, for human processes such as communication, collaboration and knowledge sharing. Many organizations, research
centres and institutions who are more in tune with the latter approach have grouped together under the international community of ICT for development, known as ICT
for Development (ICT4D).
Bellanet’s work in the global South is the example on which this case study will be based, presenting concrete experiences, lessons learned throughout the years as well
as some questions and challenges that have been identified in the field.

Since Costa Rica considers IT to be an important opportunity for development, the continued gender imbalance within the sector creates unfavourable conditions for women’s socio-economic future. Salas suggests some tools for improving the current gender imbalance in Costa Rica’s IT industry and
calls for policy that will break away from stereotypical professional roles. She underlines the need for technical training institutes, as well as centres of higher education, to encourage women to enter and remain in science and technology careers.
