In a second phase, its expansion was related to the absorption of an increasing demand created as a result of the growth of the access demands and the establishment of selective systems in public education where the more dynamic institutional profile were family or academic groups universities. In the third stage, the expansion of the private sector consolidated the growth of regulations, a decreasing of its relative growth, and an increase of differentiation as a result of the existence of more mercantile dynamics with an increasing weight of a for-profit operation, the enrollment of international groups, and an increase of the scale and quality of some private institutions. Agregando a esos paises pudiera haber llegado a 2,25 millones.
