ABSTRACT: This text aims to address the dialogue between two thinkers of the political theory that are not quite accepted in the field of International Relations, but both fundamental to understand the emergence of authoritarian governments in the current world: Walter Benjamin and Giorgio Agamben. The German author's influence on the Italian thinker's research is undeniable, and the text conceptually addresses the relationships between themes such as pure violence, power, biopower and the state of exception to tackle problems of political nature and the exercise of the states power, using this dialogue to extend theirs comprehension to the field of international phenomena, so lacking in conceptual renewal and new references.

O país possui a maior reserva de recursos naturais, o maior território, a maior população e o maior produto interno do continente. Palavras-Chave Integração, Subimperialismo, Abstract Brazil as a regional leader on South America seems to be uncontested in many aspects. Brazil does have the greater natural resources reservation, greater territory, greater population e great GDP. This leadership seems natural to Brazil. However, it is not truly guaranteed. Any leadership is preceded by a number of prerogatives that a state needs to contemplate. This is a permanent, tortuous, inconstant and costly way, nevertheless Brazil have an historical difficult about recognize itself as a leader. About this Brazilian regional leadership over South America, so much has been discussed. This strategy, however, needs to be always revised, as much like a public policy or like a national interest, within the logic of hegemonic transition that the planet experiments today. One of this revisal is the role of South American integration through UNASUR. The main goal of this paper is to understand how Brazilian Foreign Policy, the leadership strategy and the regional integration efforts coadunate on UNASUR, an initiative of multiple objectives, including consolidation of Brazilian national interest on South America.
