The author argues that there was an evolution from a vague understanding of community policing practices into a more precise application of such practices. The decision of searching, adopting and implementing a foreigner model of policing - the Japanese koban system - is a consequence of this state of affairs. The leaders of the PMESP are concerned with the evolution of the police as a whole, including its evolving aspirations and competences, as a mean to legitimate the institution´s existence. Under the umbrella of koban, the PMESP´s institutional leadership had a fundamental role in implementing community policing. in the end, the adoption of the koban modality undoubtedly arose from a sensed need to improve the institutional performance and morale of the PMESP; however, its main contribution, rather than technical, is to assist building this new integrated social organism: community policing in Brazil

The emergence of a new (democratic) order, confronting the old (repressive) one, posed incongruent challenges on officer´s self-perceptions and daily routines. Many started responding by means of personal effort, performing social service activities. However, the idea of being a “social firefighter”, searching for the solution of deep social inequalities, seems to contain in itself a promise that many officers, especially sergeants, cannot accomplish. Some cultural traits from the Japanese model propose different angles to observe such dynamics. They suggest that a sense of purpose at the front lines of police work – and group cohesion that emanates from it – represents a strategic concern for the PMESP’s, on its endeavor towards becoming a more responsive institution.
