It is known as consignment flood. The objective of this research is to look for correlatioan amongs factors in upper course such as land cover, vegetation, morphology etc with time affecting the water level altering and its debit so that water level and its debit in certain location can be predicted early. Methods are used in this research are first; modeling the river respon based on historical data of rain and water level recorded in monitoring station. The second, training the river respond model to adaptive system (artificial neural network) so that the system can introduce correlation between altering of factors in upper course and altering of water level.
