The research is aimed to reveal the prominent issue of rent-seeking on Indonesian Public Policy. ... more The research is aimed to reveal the prominent issue of rent-seeking on Indonesian Public Policy. The study emphasizes in intersets on food and mining sector. The political interset of policy is described by patterns of the rent-seeking activity through different regulation in bothe sectors. Answered the hypotheses as followed: (1) government elites are the main actors and they are mostly the policy makers from food institution, (2) the actors came from different political party and bring about the different agenda to be supported with regulation, and (3) food institution determined the rent-seeking activity through the same actors that dominate import. The important evidence of this point was the "three pairs of name" that affiliated with political party, importers and also influenced the regulation. Meanwhile result on rent-seeking practices in coal mining policies notify four different sectors and institutions, namely: (1) Mining and energy sector policies in order to enforcing tenders in coal mining permits that causing rent seeking practices in the process of issuing coal mining permits. (2) Forestry sector policy, where the measurement of boundaries for forestry areas are still easily manipulated for the benefit of rent seeking (3) Industry and trade sector policy that using surveyor reports and data manupulation. (4) Financial sector policy should carrying out the development of the digitization of the non-tax state income management system between related ministries and institution. Every period was analized emphasizing the main characters of nepotism and rent seeking: (a) the general character of food policy, (b) regulation in prolonging its activity, and (c) policy actors/elites and the political party dominating the policy sector. State-centric behavior and rent-seeking practices are important determinants of food policy formulation in Indonesia. The study analyzes the importation of rice by the Indonesian government. Study result show that rice policy is based on three main point which are: relationship between farmer's term of trade (NTP), ruse production and distribution; and political power in policy formulation.

The conclusion are: (a) the innovation in selecting farmer groups as beneficiary has solved the problem, but it should be supported by legal regulation made by government, (b) the preparedness of human resource and farmers group is important, in which the group should have the more effective activity and not merely project oriented group, and (c) the more sustained program is needed to measure the feasibility and viability of the program in a longer period.

Small and Medium Enterprises (SME) is the main sector to prevent developing countries from collap... more Small and Medium Enterprises (SME) is the main sector to prevent developing countries from collapse during the economy crises. Meanwhile in Indonesia, not many policies in SME seem to stand in the right place in helping the SME actors especially the mikro business people. This research aimed to study about the implementation of government aid program in two sub-district in Bantul and how the micro business people perspective about those program. Using triangulation of qualitative and quantitative methods, this research tried to combine those insight and fi ndings from the two different data sources. Result in early qualitative research of study has shown two main reasons of government aid program implementation characters: (a) inefective program caused by beureucrate and (b) distrust of community. The following quantitative research was organised to confi rm and emphasize the indicators. Data of questionnaire confi rmed that distrust of people came from the ineffi cient beaurocrate. It also emerged the fact about complexity of program came from the jealousy between benefi ciaries has made the programs less efective.

Pentingnya kajian ini terutama disebabkan karena melimpahnya (surge) impor pangan dalam satu dekade terakhir terutama pasca liberalisasi perdagangan yang direkomendasikan oleh IMF. Argumen dalam tulisan ini adalah ; bagaimana pemerintah mengambil keputusan proteksi dari kerspektif ekonomi politik, yaitu selain untuk liberalisasi pasar juga ada tugas negara di dalamnya bagi infant industri yang perlu dilindungi. Fokus kajian ada pada tiga hal: (1) betapa kompleksnya masalah perlindungan dan proteksi dalam pergagangan babas. (2) pemerintah tidak membantu mengurai kompleksitas tersebut tapi cenderung membuatnya lebih rumit, dan (3) membaca kebijakan proteksidari sisi self-interest dana atas kepentingan siapa. Untuk menyederhanakan pembahasan, kajian ini difokuskan pada komoditas beras dengan perbandingan beberapa komoditas lainnya. Keamanan pangan menjadi concern yang semakin penting dengan semakain mengemukanya globali... more Abstrak Keamanan pangan menjadi concern yang semakin penting dengan semakain mengemukanya globalisasi dan perdagangan dunia. Perannya tidak hanya dalam meningkatkan nilai tambah komoditas pertanian, tetapi menjadi syarat utama kegiatan ekspor impor terutama pangan segar. Sayangnya untuk memenuhi syarat tersebut setiap pemerintah negara dihadapkan pada regulasi perdagangan bebas yang sering sulit untuk dipenuhi. Dalam konteks ini dikhawatirkan aspek keamanan pangan menjadi kendala bagi daya saing komoditas pertanian terutama komoditas pertanian lokal. Penelitian ini bertujuan untuk mengungkap bagaimana pemerintah dan petani menerjemahkan masalah daya saing tersebut melalui implementasi regulasi keamanan pagan bagi komoditas pangan lokal. Sertifikasi Salak Pondoh di Yogyakarta dipakai sebagai studi kasus kebijakan. Metode penelitian menggunakan triangulasi data dan analisis berupa data primer hasil pegawasan selama tahun 2014 sampai 2015. Data didapatkan dari hasil pengawasan pada di 7 (tujuh) kelompok tani yang dilakukan oleh BKPP dan data kualitatif lapangan. Hasil penelitian menunjukkan bahwa indikator yang dianggap paling penting bukanlah substani sertifikasi dalam meningkatkan daya saing. Tiga indikator tersebut adalah: (a) hasil akhir berupa sertifikat, (b) transparansi program dan (c) kedekatan personal antara petugas dan penerima program kegiatan. Pangan aman telah menjadi kesadaran bagi petani produsen tetapi belum telah menjadi laku dari pelaku kebijakan secara keseluruhan. Meskipun proporsi dan intensitas dukungan pemerintah semakin meningkat, kebijakan ini tidak banyak memberikan dampak berupa daya ungkit bagi petani produsen secara signifikan. Keamanan pangan menjadi concern yang semakin penting dengan semakain mengemukanya globalisasi dan perdagangan dunia. Perannya tidak hanya dalam meningkatkan nilai tambah komoditas pertanian, tetapi menjadi syarat utama kegiatan ekspor impor terutama pangan segar. Sayangnya untuk memenuhi syarat tersebut setiap pemerintah negara dihadapkan pada regulasi perdagangan bebas yang sering sulit untuk dipenuhi. Dalam konteks ini dikhawatirkan aspek keamanan pangan menjadi kendala bagi daya saing komoditas pertanian terutama komoditas pertanian lokal. Penelitian ini bertujuan untuk mengungkap bagaimana pemerintah dan petani menerjemahkan masalah daya saing tersebut melalui implementasi regulasi keamanan pagan bagi komoditas pangan lokal. Sertifikasi Salak Pondoh di Yogyakarta dipakai sebagai studi kasus kebijakan. Metode penelitian menggunakan triangulasi data dan analisis berupa data primer hasil pegawasan selama tahun 2014 sampai 2015. Data didapatkan dari hasil pengawasan pada di 7 (tujuh) kelompok tani yang dilakukan oleh BKPP dan data kualitatif lapangan. Hasil penelitian menunjukkan bahwa indikator yang dianggap paling penting bukanlah substani sertifikasi dalam meningkatkan daya saing. Tiga indikator tersebut adalah: (a) hasil akhir berupa sertifikat, (b) transparansi program dan (c) kedekatan personal antara petugas dan penerima program kegiatan. Pangan aman telah menjadi kesadaran bagi petani produsen tetapi belum telah menjadi laku dari pelaku kebijakan secara keseluruhan. Meskipun proporsi dan intensitas dukungan pemerintah semakin meningkat, kebijakan ini tidak banyak memberikan dampak berupa daya ungkit bagi petani produsen secara signifikan. Oleh karenanya diperlukan strategi yang lebih tepat sasaran sehingga program pemerintah memberikan manfaat yang nyata.
