Al Qaeda’s September 2001 attack on the US, the proliferation of Al Qaeda franchises after the US-led occupation of Iraq and these groups’ continued violent, non-strategic activities in the absence of significant central leadership structures, all run counter to conventional understandings of anticipated terrorist action.
