This qualitative study analyses e-government and e-participation on improving eservice delivery i... more This qualitative study analyses e-government and e-participation on improving eservice delivery in Bushbuckridge Local Municipality (BLM). The Actor Network theory (ANT) was adopted as a lens to scan and understand e-government projects initiated to improve e-service delivery in South African municipalities. The data gathered were analysed, using the document analysis technique. This study followed a systematic procedure to review and evaluate printed and electronic documents on e-government. Documents were examined and interpreted to develop empirical knowledge and conclusions. The documents comprised journal articles, books, government policies and the BLM digital plans. The findings showed that the lack of digital strategies to improve e-service delivery and the poor access to e-government infrastructure affect e-service delivery within the BLM. The municipality should quickly adapt to a digital world by equipping staff members to design strategies to implement e-government projects. This study significantly contributed to effective policy-making for South African municipalities and suggested ways to confront the issues of digitalising government services with the urgency it deserves.

Traditional Public Administration was in dire need for a change of a New Public Administration (NPA) approach in the 1980s. From early 2000s, the NPA began to be subjected to heavy criticism, which influenced public administration to take complete control of different reforms and approaches regardless of their diversity, complexity, hybrid and contradictory situations rather than offering the perfect approach and reform to the public sector. The New Public Management (NPM) and Post-New Public Management (Post-NPM) paradigms emerged in times whereby the NPA was already experiencing a massive deconstruction and reconfiguration of the public sector management. To scan and understand the remarkable paradigm shift in the field and practice of public administration, this study applies both NPM and Post-NMP to examine different views, principles, values and norms, and reform proposals for South African Public Administration. Methodologically, this study used qualitative research methods with the aid of secondary data to evaluate both the NPM and post-NPM paradigms, criticisms, arguments, challenges, and changes in public policy implementations. Recommendations are provided based on the existing challenges confronting the current public administration in South Africa. This study contributes to literature, new policy proposals and research within public administration.

The field of Public Administration has undergone tremendous changes over the past decades. The New Public Management (NPM) and the recent Governance paradigms came in a time whereby e-Government was starting to gain momentum within the context of Public Administration. Considering the Information Age, it can be contested that the introduction of e-Government and e-Governance with the application of Information and Communication Technologies (ICTs) has forced governments across the globe to transition from traditional methods of governance to modern methods of governance and that of delivering public services. Today, governments are characterised by e-Government and e-Governance putting pressure on the traditional government system to transition into digital government system. Therefore, the ability to survive in the modern society, e-Governance and public administration ought to incorporate the technological way of governance, implying that e-Governance becomes the new paradigm of Public Administration. With aid of qualitative research methodology, this study reviews literature from scholarly journal articles, academic books, trusted academic databases and websites to establish solid arguments and thereby generating empirical knowledge on whether or not e-Governance should be considered a new paradigm in Public Administration. Amongst others, the findings reveal consistent evidence of a paradigm shift towards e-Governance, while simultaneously there is also the absence of a complete shift towards e-Governance as the new paradigm of Public Administration. The study conclude that, it still remains unclear as whether or not the paradigmatic shift towards e-Governance is to be considered an empirical claim or a normative proclamation. Therefore, scholars need to provide more empirical evidence that can be systematically analysed and approved to support e-Governance as paradigm.

Public Administration is said to be static, but yet dynamic. Implying that the dynamics of Public Administration can incorporate electronic governance (e-Governance) to improve matters of governance, public service delivery, accountability and transparency in public affairs. However, even with an incongruous adoption and implementation of Information and Communication Technologies (ICTs) within the South African government, this study shed light on the empirical and systematic evidence and analytical distinction between e-Governance and public administration. The analysis suggests that the complexity and implication of e-Governance via the use of ICTs may enhance government efficacy. Still, it cannot be entirely trusted in maintaining administration and government-businesses-citizens interaction partly due to its rapid technological changes and the various conditions of its implementation within different nations including South Africa. With the aid of qualitative research methods, which heavily relied on secondary data gathered from scholarly journals, academic books, trusted databases and websites, this study reveal that there is scant evidence to support research in incorporating e-Governance as a new paradigm of Public Administration due to the imbalance, network failures, inadequate ICTs infrastructure to govern in a democratic manner which include all citizens. This study concludes that e-Governance is already analysed from a public administration dynamic and complementary perspective implying that it is an analytically and structurally incomplete reform to take its full form as a new Public Administration paradigm due to its rapid technological changes.

To address this issue, this study recommends that the City of Tshwane find alternative online mechanisms to identify system faults to reduce the number of disgruntled customers and improve the level of usefulness of the e-Tshwane system. This study offers policy-makers in government some insights concerning the adoption and implementation of sustainable online services by addressing issues aimed at improving online mechanisms to eliminate physical contact at municipal offices to access services.
