Zane Berge is Professor in the Training Systems graduate programs at the University of Maryland, Baltimore County campus. He teaches graduate courses involving training in the workplace and distance education. Prior to UMBC, Dr. Berge was founder and director of the Center for Teaching and Technology, Georgetown University, Washington DC. There is where he first combined his background in business with educational technology working in the areas of online scholarly journals and discussion lists, and online education and training. Today he specializes in distance education and online learning.

Preparing for disasters can be a grueling, although necessary, exercise for those involved in eme... more Preparing for disasters can be a grueling, although necessary, exercise for those involved in emergency response. The large scale nature of disaster response poses many obstacles to executing an effective disaster preparedness drill that incorporates hospitals, fire and rescue personnel, and police. Cooperation and effective communication during these incidents is imperative. Simulation technology is a realistic alternative to a large, multi-disciplinary, one- time effort. Each discipline may be able to practice and reinforce their roles in a disaster with the aid of various emerging technologies. This paper examines some of the technologies already being implemented in the area of disaster preparedness. Technology based learning (TBL) strategies are analyzed for consistency with accepted principles of adult education.

They are the latest and potentially the most controversial manifestation of the elearning revolution in schools. The terms “virtual high school” or “virtual school” are generally applied to any educational organization that offers K-12 courses through Internetor Web-based methods (Clark, 2001). Virtual Schooling can be seen as part of a larger phenomenon, eLearning, a concept that is increasingly used in the K-12 environment to describe not only distance teaching and learning, but also the general use of educational and information technology in support of teaching and learning.

This paper presents a relatively straightforward instructional design framework that stresses the... more This paper presents a relatively straightforward instructional design framework that stresses the alignment of learning outcomes, learning activities, and evaluation/feedback (Berge 2002). It focuses on student learning rather than instructional input and can be used in most, if not all, disciplines. It is phrased in language familiar to most faculty who have taught in the classrooms. The model encourages faculty development, and the continuous improvement of the faculty member's skills in designing their own courses, rather than turning the instructor into a professional instructional designers or keeping them dependent on others.
