La clave de la persistencia de estos sistemas normativos en las comu-nidades indígenas no radica en su marginación ni en una falta de interés por parte de las élites por integrarlos al proyecto nacional. Aunque estos elementos existen claramente, no bastan para explicar la sobrevivencia de formas específicas de gobierno indí-gena en la actualidad, y mucho menos su renovación y resurgi-miento. En los Estados Unidos Mexicanos todas las personas gozarán de los derechos humanos reconocidos en esta Constitución y en los tratados internacionales de los que el Estado Mexicano sea parte, así como de las garantías para su protección, cuyo ejercicio no podrá restringirse ni suspenderse, salvo en los casos y bajo las condiciones que esta Constitución establece. Las normas relativas a los derechos humanos se interpretarán de conformidad con esta Constitución y con los tratados internacionales de la materia favoreciendo en todo tiempo a las personas la protección más amplia. Todas las autoridades, en el ámbito de sus competencias, tienen la obligación de promover, respetar, proteger y garantizar los derechos humanos de conformidad con los principios de universalidad, interdependencia, indivisibilidad y progresividad. En consecuencia, el Estado deberá prevenir, investigar, sancionar y reparar las violaciones a los derechos humanos, en los términos que establezca la ley. El objetivo del documento es mostrar de qué manera los estudios universitarios afectaron el reconocimiento y la pertenencia étnica de estudiantes indígenas que en ese momento estaban cur-sando los últimos años de la carrera. La investigación se concibió como un estudio descriptivo-interpretativo para acercarnos a las percepciones de los estudiantes. Rea-lizamos un diseño mixto de recolección de información que incluyó un cuestionario y entrevistas en profundidad. De acuerdo con lo obtenido, entre estos estudiantes se expresa un proceso de continuidad-discontinuidad de la identidad étnica la cual, como resultado de su tránsito por la universidad, les permite mostrar que existen múltiples formas de ser indígena como estrategia adaptativa a espacios diversos. Artículo 2o. La Nación Mexicana es única e indivisible. La Nación tiene una composición pluricult... more Artículo 2o. La Nación Mexicana es única e indivisible. La Nación tiene una composición pluricultural sustentada originalmente en sus pueblos indígenas que son aquellos que descienden de poblaciones que habitaban en el territorio actual del país al iniciarse la colonización y que conservan sus propias instituciones sociales, económicas, culturales y políticas, o parte de ellas. La conciencia de su identidad indígena deberá ser criterio fundamental para determinar a quiénes se aplican las disposiciones sobre pueblos indígenas. Son comunidades integrantes de un pueblo indígena, aquellas que formen una unidad social, económica y cultural, asentadas en un territorio y que reconocen autoridades propias de acuerdo con sus usos y costumbres. El derecho de los pueblos indígenas a la libre determinación se ejercerá en un marco constitucional de autonomía que asegure la unidad nacional. El reconocimiento de los pueblos y comunidades indígenas se hará en las constituciones y leyes de las entidades federativas, las que deberán tomar en cuenta, además de los principios generales establecidos en los párrafos anteriores de este artículo, criterios etnolingüísticos y de asentamiento físico. A. Esta Constitución reconoce y garantiza el derecho de los pueblos y las comunidades indígenas a la libre determinación y, en consecuencia, a la autonomía para: I. Decidir sus formas internas de convivencia y organización social, económica, política y cultural. II. Aplicar sus propios sistemas normativos en la regulación y solución de sus conflictos internos, sujetándose a los principios generales de esta Constitución, respetando las garantías individuales, los derechos humanos y, de manera relevante, la dignidad e integridad de las mujeres. La ley establecerá los casos y procedimientos de validación por los jueces o tribunales correspondientes. III. Elegir de acuerdo con sus normas, procedimientos y prácticas tradicionales, a las autoridades o representantes para el ejercicio de sus formas propias de gobierno interno, garantizando que las mujeres y los hombres indígenas disfrutarán y ejercerán su derecho de votar y ser votados en condiciones de igualdad; así como a acceder y desempeñar los cargos públicos y de elección popular para los que hayan sido electos o designados, en un marco que respete el pacto federal, la soberanía de los Estados y la autonomía de la Ciudad de México. En ningún caso las prácticas comunitarias podrán limitar los derechos político-electorales de los y las ciudadanas en la elección de sus autoridades municipales. IV. Preservar y enriquecer sus lenguas, conocimientos y todos los elementos que constituyan su cultura e identidad. V. Conservar y mejorar el hábitat y preservar la integridad de sus tierras en los términos establecidos en esta Constitución. VI. Introducción. La implementación de la enseñanza por competencias, a nivel internacional, ha despe... more Introducción. La implementación de la enseñanza por competencias, a nivel internacional, ha despertado el interés de varios autores por estudiar cómo se promueve el desarrollo de dichas competencias dentro del aula; desafortunadamen-te, poco se ha investigado específi camente sobre lo que el docente tiene que decir al respecto. Objetivo. Conocer la opinión que los profesores de la carrera de Medicina tienen sobre las actividades que realizan sus alumnos en clase, las mismas que dan cuenta del desarrollo de las competencias especifi cadas en el plan de estudios. Sujetos y métodos. Para ello, se construyeron y validaron ocho escalas que permitieran indagar sobre el desarrollo espe-cífi co de cada una estas competencias en los estudiantes. Estos instrumentos se aplicaron a 189 docentes del primer y se-gundo año de Medicina de una universidad pública de México, y mostraron características psicométricas satisfactorias. Se realizó un estudio transversal descriptivo y comparativo. Resultados. Se encontró que más del 70% de los profesores ha observado que sus alumnos realizan actividades que dan cuenta del desarrollo de estas competencias. Conclusiones. No obstante este alto porcentaje de docentes que, de manera consciente o inconsciente, aplican estrate-gias que se refl ejan en el desarrollo de competencias de sus alumnos en el aula, es necesario implementar una serie de acciones, entre ellas la capacitación y la actualización del profesorado, para promover dentro del proceso de enseñanza-aprendizaje el desarrollo de las competencias contempladas en los programas académicos de las distintas asignaturas de Medicina.
