Los atentados terroristas del 11 de septiembre de 2001 en los Estados Unidos dieron la pauta para... more Los atentados terroristas del 11 de septiembre de 2001 en los Estados Unidos dieron la pauta para un nuevo paradigma de seguridad, repercutiendo en la percepción y el quehacer en todos los ámbitos de la seguridad, por lo que el espacio marítimo no quedó al margen. De este modo, la Organización Marítima Internacional (OMI) adoptó una serie de medidas para prevenir y reprimir actos de terrorismo y otras amenazas con base en las Resoluciones llevadas a cabo en la Asamblea General y el Consejo de Seguridad de las Naciones Unidas. Lo cual surtió efecto en instrumentos internacionales como el Convenio Internacional para la Seguridad de la Vida Humana en el Mar (SOLAS, 74), la adopción del Código de Protección a Buques e Instalaciones Portuarias (PBIP), el El Convenio para la Represión de Actos Ilícitos contra la Seguridad a la Navegación Marítima y su correspondiente Protocolo para la Seguridad a las Plataformas Fijas Emplazadas en la Plataforma Continental (SUA´88). Lo que incidió no solo en la instrumentación del marco legal mexicano en el ámbito marítimo sino para efectos de la cooperación con Estados Unidos bajo la Iniciativa de Protección Marítima de América del Norte (NAMSI, por sus siglas en inglés) cuyo fundamento legal se basa en las citadas medidas adoptadas por la OMI.
Esta Iniciativa atiende diversos riesgos y amenazas, desde terrorismo, piratería como crimen organizado. Este último, es de mutuo interés para ambas naciones, dados sus alcances, bajo sus respectivas dimensiones para uno y otro país.

It is concluded that national seas provide strategic potential and windows of opportunity for national maritime development, however they are also widely vulnerable to the dynamics of transnational maritime crime that violates the rule of law, to which are added structural factors in the forcefulness for law enforcement. What demands the co-responsibility of the parties involved in their respective scope of action, private and public sector, as well as material, operational, human, institutional resources, among others destined to the Mexican Navy in coast guard functions, for compliance of its challenging mission: The application of the rule of law in the national seas.

The inclusion of women in the Mexican Army responds to the complexity of the world context from w... more The inclusion of women in the Mexican Army responds to the complexity of the world context from which a wave in favor of gender equality arises whose institutionalization derives in international policies and instruments that influence the Mexican legal framework, as well as its policies of genre.
It is concluded that the participation of women in the Mexican Army is due to structural changes in the international context, as well as to national situations that have led to a gradual opening in all military spheres. However, it is identified that the number of military women is still small, especially in command positions, which poses a challenge not only in quantitative terms, but also in qualitative terms, considering that a greater diversity of thought affects the formulation of responses considering the national complexity and the world events of the XXI century.

This project stems from the campaign promise of Prime Minister, Justin Trudeau, to keep cannabis consumption away from the main users, minors, and to reduce crimes related to cannabis. Thus, Canada will become the only member of the Group of Seven (G7), conformed by the most industrialized countries in the world, to legalize cannabis for recreational purposes. Legalization not only challenges the implementation of the international antidrug agreements signed by Canada but on the other hand places it as an innovative country in terms of market creation and research.

Con base en la literatura revisada se desprende el objeto del presente artículo que es estudiar e... more Con base en la literatura revisada se desprende el objeto del presente artículo que es estudiar el proyecto Sierra Juárez 1, en Tecate Baja California y el Condado de San Diego, California, cuya naturaleza pone de manifiesto el potencial en energía eólica de México, el involucramiento de los actores y las acciones que se han llevado a cabo en materia de energías renovables, en particular la eólica a nivel transfronterizo, los retos y las oportunidades que pueden brindar el desarrollo de la producción y la colaboración transfronteriza en la materia. Cabe precisar que aunado a lo mencionado, este trabajo pone atención en el uso de energías renovables para reducir los efectos del cambio climático y su posible auge en la cooperación bilateral, al menos a nivel subregional.
