The paper explores several further cases of the more institutionalized culture of deliberation among the (Sunni) Muslim society across the socio-cultural changes from the medieval centuries up to the present day world, in multi-cultural societies. Deliberation is roughly of two types-democratic and undemocratic as in the Chinese political system. The concepts used include Al-Mawardi's Ahl ×all Wal 'Aqd (AHWA)-first suggested in the 10th century CE and fully developed some three hundred years later. The study of the political efforts in negotiating carried out by the Aceh Party elite is not only limited to voicing through political demonstrations, but also taking legal steps through lawsuits against The Constitutional Court is one step in political negotiations with the central government to continue its power and support the creation of sustainable peace in Aceh. This study uses the perspective of negotiation theory and effective political communication. The data collection method used in this research was through an observation approach, document study and in-depth interviews with; Aceh Party elite, Chairman of the Independent Election Commission (KIP), Civil Society and academics. Finally, this study concluded that. First, the refusal to register is part of the negotiation process between the Aceh Party and the central government as a form of commitment to the mandate of the Helsinki MoU and the mandate of the Republic of Indonesia Government Law (UUPA) Number 6 of 2006 concerning the Aceh Government and the sustainability of peace. Second, the Aceh Party formed the Free Aceh Political and Ideological Framing Alliance. This political alliance can help strengthen the voter base, expand campaign reach and strengthen political influence. Third, building effective communication with supporting parties to mobilize support for the Aceh Party.

This object has a very important position for learning democracy for the peoples of the Third World nations. Research on the model of the democratic model is motivated by the fact that many countries in the Third World have difficulties when adopting an established model of Western democracy. Indonesia has implemented two liberalization period, namely the reform era of parliamentary democracy and liberal democracy with a multi-party system. Theorizing about the purpose and development of democracy rests on the cultural context. The theory used in this study is the theory of political development and democratic theory contextual community culture method used was a descriptive-analytical study, the historical approach of George H Sabine (SP Varma; 1987), with stages of research: (a) exploration of materials , (b) description of the object of study, (c) the search theory of democracy and the culture of the community, (d) selection is critical of theories of ethnocentrism and biaslibertarian secular ideology, and (e) interpretation. An important finding of this study is that (a) political history and the emergence of political and social reformers is a determinant factor for the survival of democracy contextual culture experiments, (b) experiment participatory democracy in Venezuela and democracy in Taiwan lately Dharma presents a unique characteristic, different with secular democracy-libertarian West, with coverage of the property and the value aspect of religious ideas.

Governor Sutiyoso’s policy to transform Kramat Tunggak prostitution site into a center of religio... more Governor Sutiyoso’s policy to transform Kramat Tunggak prostitution site into a center of religious activities seems to have no precedence, given his adoption of long-stage of social approach to executing the program and the corollary local government’s back-up by banishing bureaucracy to ensure the flow of the budget. The paper explores Sutiyoso’s social approach to the program of the closure of this site. The method used is qualitative research method along with the meta- analyses. The concepts used are social approach, deliberation, and banishing bureaucracy. The finding of the study is that the execution of terminating services at the prostitution site was successfully done and hardly any resistance appeared, and the bureaucracy of DKI Jakarta efficiently supported the execution.

In consonance with the decline of democratic politics across the globe, NU internal organization experiences the practice of deliberative democracy with elite deliberation or fox elite fox Dei as its procedure of electing its top leader/Spiritual Leader or Rais Am. Two practices were done at the two NU National Congresses (Muktamar) in 1984 and 2015. This procedure is called Ahlul Hall Wal Aqd (AHWA), as one of the legacies of Muslim civilization. The paper makes an account of this elite deliberation to explore how effective the practice was in developing better practices of democracy. The research is qualitative, along with the perspective of the theory of deliberative democracy. It is our result that the practice of fox elite fox Dei has not been satisfactory in terms of some defects in implementing the rule of the game. NU's culture of deliberation under the methods of halaqah and Bah-tsul Masaail has been promising, but NU's elites have not been prepared to harvest it to improve the application of the AHWA procedure.

Beginning with“abnormal” politics of the elected governor in 2017, Anies encounters challengesboth politically and the choice of the road to inclusive economic development. Thispaper makes an account of Anies’s performance in executing the tasks. The methodof the study employs qualitative research method, with secondary data to beanalyzed through meta-analysis. The concepts of good corporate governance andinclusive economic growth are the two concepts to look into the performance. It isour finding that amidst controversies in the early days in office when sociologicallegitimacy was questioned, Anies eventually gains performance legitimacy as hasbeen reflected by several awards by authorities in their respective government andinternational agencies.

Wisdom of deliberation in Indonesia seems crucial to making democracy work. Amidst the failures or malpractices of democratic politics in Indonesia during the consecutive regimes in power, deliberative democracy is worth revitalizing. The paper makes an account of the legacy of elite deliberation from Islamic civilization that had been in practice by Walisongo in Nusantara and by a big-mass Islamic organization of NU in contemporary Indonesia in electing NU's top leader. Theories used in the account include Deliberative Theory of Democracy, and the concept "culturecontext political development". The account employs the qualitative research, with metaanalysis in the analysis method. The finding is that transition to democratic culture among the segments of the Indonesian society has been facilitated by the practice of mechanism of Ahlul Hal Wal Aqd (AHWA) or elite deliberation by Walisongo before the independence of Indonesia, with significant contribution to instituting some form of board of trustees, controlling the king in case of misdeed and at the same time building trust in institution-trusting the king and the board of trustees-for the peoples in the respective kingdoms. Contribution also takes place by the practice of NU in electing Rais Am-whereby election of NU's top leader has been deliberated by a few elites with high integrity and trust.

Though studies on the relationship between worldly asceticism and economic progress is an old thi... more Though studies on the relationship between worldly asceticism and economic progress is an old thing, this study presents a revisit of Boeke's Indonesia dual economy as a result of the presence of a mixture of such a duality performed by Santrientrepreneurs at Laweyan, Solo, Indonesia. Industrialism as a way of life is commonly linked to the transformation from agricultural societies into industrial in modern West nations, with the crucial roles of industrial entrepreneurs who were among the few in the respective societies having distinctive personal qualities. The most well-known thesis was Weber's thesis on the relationship between the Protestant ethic and economic development by the few entrepreneurs possessing worldly asceticismhomo economicus who were working hard for achieving material well-being but at the same time develop religious ascetic life. The paper makes an account of Islam-based Santri-entrepreneurs in Kampung Batik Laweyan (KBL), Solo, Indonesia, employing a critically theoretical perspective of Max Weber and Boeke; the study takes into account political context and socio-cultural setting. It is our findings that Santri-entrepreneurs at KBL developed worldly asceticism, but political context has made the unstable growth of the business; contemporary steady growth has been made possible by the provision of the concept KBL as Cultural Heritage and facilitation by the local government, especially the establishment of deliberation forum among several parties that gives ample room for their steady growth.

The presence of celebrities in the political arena will influence events regarding an accurate political recruitment model in the Indonesian political system. The increasing involvement of celebrities in the realm of legislative politics shows a change in the mechanism of political recruitment by political parties. Legislative candidate positions are no longer based on inadequate experience in politics, intellectual capacity, integrity, and a clear track record, which makes them worthy of sitting in political positions. However, the democracy of democracy and the electoral law at this time have given celebrities the opportunity to participate in the legislative world. In addition, celebrities also have functions that benefit political parties so that many political parties choose to carry out political regeneration of artists. Although many celebrities or actors/actresses lack intellectual capacity and adequate political experience, it did not discourage political parties from nominating artists in the 2014 legislative elections. The elections had many artists who became parliamentary candidates, which were scattered in almost all political parties. Most of the artists had no experience in the world of politics, and they were as if people appeared for fortunes ahead of the legislative elections. It is undoubtedly different from political recruitment in countries with mature democracies.

The kings not only perform the functions in political domain but also in religious matters; with the rulers being the guidance of Islamic law (syari'ah). Gaining the independence of the country in Mid 20th century (1945), this historical legacy continues to be tackled by the post-monarchy state of Republic Indonesia under the Ministry of Religious Affairs-but its legal basis was a controversy when the Indonesian Constitution,UUD 1945, was agreed upon, without explicit mention of the duties to be performed by Muslims to implement the Islamic law. Now that power politics in 2019 poses heated debate over the khilafah ideology and political system visa -vis Pancasila, it is interesting to look into deeper insights of the legacy of Khalitullah Panatagama. From the duality of nomocracy and democracy, the legacy could be re-interpreted to gain proper understanding of religion-politics relationship. The conceptual basis of the study is Habermasian's claim of post-secular social science with its notion of the old-fashioned axioms of secularism under which modern politics has been in practice.

Wisdom of deliberation in Indonesia seems crucial to making democracy work. Amidst the failures or malpractices of democratic politics in Indonesia during the consecutive regimes in power, deliberative democracy is worth revitalizing. The paper makes an account of the legacy of elite deliberation from Islamic civilization that had been in practice by Walisongo in Nusantara and by a big-mass Islamic organization of NU in contemporary Indonesia in electing NU's top leader. Theories used in the account include Deliberative Theory of Democracy, and the concept "culturecontext political development". The account employs the qualitative research, with metaanalysis in the analysis method. The finding is that transition to democratic culture among the segments of the Indonesian society has been facilitated by the practice of mechanism of Ahlul Hal Wal Aqd (AHWA) or elite deliberation by Walisongo before the independence of Indonesia, with significant contribution to instituting some form of board of trustees, controlling the king in case of misdeed and at the same time building trust in institution-trusting the king and the board of trustees-for the peoples in the respective kingdoms. Contribution also takes place by the practice of NU in electing Rais Am-whereby election of NU's top leader has been deliberated by a few elites with high integrity and trust.

This object has a very important position for learning democracy for the peoples of the Third World nations. Research on the model of the democratic model is motivated by the fact that many countries in the Third World have difficulties when adopting an established model of Western democracy. Indonesia has implemented two liberalization period, namely the reform era of parliamentary democracy and liberal democracy with a multi-party system. Theorizing about the purpose and development of democracy rests on the cultural context. The theory used in this study is the theory of political development and democratic theory contextual community culture method used was a descriptive-analytical study, the historical approach of George H Sabine (SP Varma; 1987), with stages of research: (a) exploration of materials , (b) description of the object of study, (c) the search theory of democracy and the culture of the community, (d) selection is critical of theories of ethnocentrism and biaslibertarian secular ideology, and (e) interpretation. Though studies on the relationship between worldly asceticism and economic progress is an old thi... more Though studies on the relationship between worldly asceticism and economic progress is an old thing, this study presents a revisit of Boeke's Indonesia dual economy as a result of the presence of a mixture of such a duality performed by Santrientrepreneurs at Laweyan, Solo, Indonesia. Industrialism as a way of life is commonly linked to the transformation from agricultural societies into industrial in modern West nations, with the crucial roles of industrial entrepreneurs who were among the few in the respective societies having distinctive personal qualities. The most well-known thesis was Weber's thesis on the relationship between the Protestant ethic and economic development by the few entrepreneurs possessing worldly asceticismhomo economicus who were working hard for achieving material well-being but at the same time develop religious ascetic life. The paper makes an account of Islam-based Santri-entrepreneurs in Kampung Batik Laweyan (KBL), Solo, Indonesia, employing a critically theoretical perspective of Max Weber and Boeke; the study takes into account political context and socio-cultural setting. It is our findings that Santri-entrepreneurs at KBL developed worldly asceticism, but political context has made the unstable growth of the business; contemporary steady growth has been made possible by the provision of the concept KBL as Cultural Heritage and facilitation by the local government, especially the establishment of deliberation forum among several parties that gives ample room for their steady growth.

The presence of celebrities in the political arena will influence events regarding an accurate political recruitment model in the Indonesian political system. The increasing involvement of celebrities in the realm of legislative politics shows a change in the mechanism of political recruitment by political parties. Legislative candidate positions are no longer based on inadequate experience in politics, intellectual capacity, integrity, and a clear track record, which makes them worthy of sitting in political positions. However, the democracy of democracy and the electoral law at this time have given celebrities the opportunity to participate in the legislative world. In addition, celebrities also have functions that benefit political parties so that many political parties choose to carry out political regeneration of artists. Although many celebrities or actors/actresses lack intellectual capacity and adequate political experience, it did not discourage political parties from nominating artists in the 2014 legislative elections. The elections had many artists who became parliamentary candidates, which were scattered in almost all political parties. Most of the artists had no experience in the world of politics, and they were as if people appeared for fortunes ahead of the legislative elections. It is undoubtedly different from political recruitment in countries with mature democracies.

We can see the presence of political parties, the elections, the presence of an independent candidate, Wali Nanggroe, community participation, but not fully institutionalizing that it follows a process that ensures instruments of democracy presented in it, such as legislative and local elections were still violent, productivity executive and legislative institutions under the control of the PA is still low, so that development in Aceh has not fully brought prosperity.

The kings not only perform the functions in political domain but also in religious matters; with the rulers being the guidance of Islamic law (syari'ah). Gaining the independence of the country in Mid 20th century (1945), this historical legacy continues to be tackled by the post-monarchy state of Republic Indonesia under the Ministry of Religious Affairs-but its legal basis was a controversy when the Indonesian Constitution,UUD 1945, was agreed upon, without explicit mention of the duties to be performed by Muslims to implement the Islamic law. Now that power politics in 2019 poses heated debate over the khilafah ideology and political system visa -vis Pancasila, it is interesting to look into deeper insights of the legacy of Khalitullah Panatagama. From the duality of nomocracy and democracy, the legacy could be re-interpreted to gain proper understanding of religion-politics relationship. The conceptual basis of the study is Habermasian's claim of post-secular social science with its notion of the old-fashioned axioms of secularism under which modern politics has been in practice.

While there are some bright signs of progress, we have witnessed a number of problematic situations especially in improving better quality of participation of the society in public policy formulation—not to mentionIndonesian current anomaly of power politics in June 2019, especially the politics ofpresidency. Public participation in various levels and agencies have not been satisfactory interms of its quality—little contribution in shaping the formulation, rare fruitful dialog or negotiation, resting more heavily on the government officers’ preferences. This is so given the weaknesses both in the way the government runs the affairs and relatively weak capacity on the parts of the society. But it seems that neither the conception nor its institutionalization has been successful. Neither the so-called Sukarno's Demokrasi Terpimpin nor Suharto's Demokrasi Pancasila had developed our understanding of "Kerakyatan Yang Dipimpin oleh Hikmat Kebijaksanaan dalam Permusyawaratan /Perwakilan". In contemporary political reform now days, the swing from authoritarian to political liberalization has brought with it some sort of anomaly of democracy; such swing is but a logical consequence of the nation's ambiguity in grasping the idea of "Gotong Royong" Democracy of Pancasila that should mean consensual, deliberative nature of populists democracy. While so many observers make a study of our "Gotong Royong" democracy, they lack theoretical perspectives of democracy. The core of our failure seems to be the political scientists' slow of tuning into the state of the arts of democratic theories, especially the deliberative theory of democracy.

Long history of conflict between the Indonesian government and the Free Aceh Movement affecting Aceh political conditions. GAM’s military style is still exist despite entering into an era of peace . In the 2009 legislative election, the Partai Aceh to be a winner and won a majority in parliament, but the election was marred much conflict and violence. Tensions rose again in the 2012 elections, conflict arises because of a disagreement at the elite level. Constitutional court to allow Irwandi Yusuf to be a candidate for governor for the second time, although not approved by the Partai Aceh. Aceh Party does not agree to nominate independent candidates twice, because it is set in the Aceh government law. The decision to sharpen the conflict in Aceh and increase the rate of violence , so that the elections scheduled in 2011 then rescheduled several times to find an agreement with the Aceh Party. The gubernatorial election was won by Zaini Abdullah - Muzakir Manaf, the candidate nominated by Aceh Party. In the 2014 legislative elections the conflict re-emerged, particularly between GAM factions in the PA and PNA, each using violence and conflict on both sides. conflicts not only among local political parties but also with the national parties, especially the Nasional Democrat Party. Throughout the election held after a period of peace is always tinged with conflict and political violence. The emergence of conflict in Aceh is also influenced by the historical aspect. Symmetric and asymmetric conflict has emerged from the Dutch colonial era to peace era after the MoU Helsinki. Besides, the conflict also arises because during the conflict was never fully completed by all components of the nation, both the central government, local government and the local political elites

Di Asia, tepatnya di Taiwan terdapat apa yang disebut Demokrasi Dharma-penamaan yang menggu-nakan terma dari agama Budha, yakni Dharma, namun sejatinya meliputi agama-agama besar di Taiwan, termasuk Kong Hu Cu atau Confucianism. Kasus dari Taiwan diambil antara lain karena kemiripannya dengan prinsip berdemokrasi secara gotong-royong di Indonesia. Lebih khusus lagi, ada tesis bahwa terdapat korelasi positif antara perkem-bangan demokrasi "khas" Taiwan dengan reformasi agama-agama di sana. Kedua, paparan tentang suatu praktik demokrasi partisipatoris dilaksanakan oleh "murid" ideologis Bung Karno di Venezuela, Hugo Chavez, 1999-2012. Rejim sosialis khas Chavez berkait dengan ideologi barunya, Neo-Sosialisme. site was successfully done and hardly any resistance appeared, and the bureaucracy of DKI Jakarta efficiently
