This work analyzes some elements of state policies and discourses used by African ruling elites that in appearance and intention are beneficial to their respective States but that in essence allow the continuity of external domination. This happens when confronting the interests of foreign powers, sometimes by unifying a territory and other times by dividing it, a situation that usually interferes with largely extractivist negotiations that promote interventions by third countries. This continuity of postcolonial domination seems to come, on the one hand, from the consolidation of colonial borders that produced national sovereignties sectored in advance by imperialism based on the production of primary goods for export and, in turn, generated ethnic and ethnic divisions. religions that turned into violent intra-and interstate conflicts that led to external interventions by the former masters, now arbitrators. On the other hand, nationalist developmentalist discourses and policies sustained a system dependent on external credit for development, a neocolonial system with a political context that, as Claude Ake (1996) argues, made development improbable. The topic is approached from a pan-Africanist perspective based on the ideas of Kwame Nkrumah 1 as a perspective of analysis.
