Las presentes reflexiones se basan en la propuesta de analizar las actuales amenazas que se ciern... more Las presentes reflexiones se basan en la propuesta de analizar las actuales amenazas que se ciernen sobre el futuro del sistema democrático argentino a partir de un enfoque materialista histórico que recupere los condicionamientos al funcionamiento de la democracia que el estilo de capitalismo periférico y dependiente ha desplegado a lo largo de la historia nacional. Es decir, se propone comprender las limitaciones estructurales que tienen las decisiones democráticas para regular la acumulación capitalista dada la particularidad de nuestra economía dependiente productora de materias primas y, en virtud de lo anterior, destacar los condicionamientos que han limitado y limitan las intervenciones económicas de los gobiernos democráticos con pretensiones distribucionistas. Debido entonces a las limitadas posibilidades regulatorias – impotencia democrática – que presenta el sistema político frente a las extorsiones y condicionamientos que ejercen las clases dominantes, y teniendo en cuenta la presencia hegemónica en el plano cultural de un individualismo antiestatal y antipolítico, se avizoran enormes dificultades para el sostenimiento del sistema democrático en nuestro país.

I propose to understand the growing manifestations of detachment and indifference towards the fun... more I propose to understand the growing manifestations of detachment and indifference towards the functioning of the democratic system present in the national political landscape within the general framework of questioning state interventions, which have become culturally hegemonic in Western capitalist societies and have once again highlighted the structural contradiction between capitalism and democracy. This delegitimization and weakening of state attributions, which has been globally consolidated over the last four decades, find a particular expression in Argentina and must be especially understood in relation to the specificities of its economic and political history.

En este sentido, y luego de un apretado repaso por las formulaciones clásicas del concepto “cuestión social” y sin dejar de tener en cuenta las restricciones que desde diferentes enfoques se le asignan al mismo, sostenemos que en el marco de funcionamiento del modelo de acumulación capitalista en su forma globalizada neoliberal actual, el concepto si mantiene su capacidad heurística para comprender y explicar las múltiples formas de desigualdad y vulnerabilidad en nuestras sociedades periféricas.
Our purpose is to contribute to the knowledge of the incidence of teenage pregnancy in the lowinc... more Our purpose is to contribute to the knowledge of the incidence of teenage pregnancy in the lowincome sector of the Great Mendoza by understanding them as part of their life strategies within the framework of their conditions of existence strongly impacted for low job opportunities and a reactive educational system. Pregnancy and motherhood in these adolescents are problematized considering that their incidence remains high compared to that for women of other social classes. We had chosen to know their opinions regarding their sexual and reproductive practices that drive them, or not, to the pregnancy and maternity. We think it is possible to argue that, in extreme conditions of social exclusion, with lack of familiar supportive and limited cultural capital, the teenager tend to have sexual practices that drive them not to avoid pregnancies strongly influenced by traditional ideas regarding the role of women in society. By the contrary, when teenage women have bigger levels of cultural capital, dispute the reiterate tendencies of the traditional "class habitus" and report educational and professional life projects.
Based in the concept that the hegemonic ideas about the definition and explanation of the social ... more Based in the concept that the hegemonic ideas about the definition and explanation of the social problems define the Social Policies with which these problems will be faced and, additionally and, that the public interventions are determined and constrained for the specific attributes of the capitalist society. We are going to examine and characterize the particular features of the Argentinean social policy system since its earliest intervention at the end of the nineteen century to the present with a short analysis about the new and disrupt social policy (Universal Child Allowance).
After a short characterization of the Argentinean Welfare State, we are going to highlight the economic and social policies set by the last dictatorship in 1976 as a crucial point in Argentinean history in the line of the dismantlement of the “Argentinean welfare state” that was deepened in the nineties by the Menem administration during the peak of the neoliberalism model. In this neoliberalism phase the social rights approach was severally questioned and strongly re-appeared the philanthropic discourse and the criminalization of the poor people.
In the new political and economic context of recovering installed since 2003, we consider the launch of the “Asignación Universal por Hijo para la protección social-AUH” (Universal Child Allowance for Social Protection) in October 2009 as a deep disruption in relation with neoliberal model’s target assistance social policies that were hegemonic in the nineties. Besides the AUH presences has arisen social and media discourses that criminalize and stigmatize people living in social exclusion condition. We are going to show how the paternalistic and tutelary views are also present in the recipient’s women speech in a conflicting consideration that reflects the common sense hegemonic in Argentinean society.
Based on the account of the beneficiary women and other social actors, we analyze their experien... more Based on the account of the beneficiary women and other social actors, we analyze their experience and assessment of the Universal Child Allowance (AUH from the Spanish acronym of Asignación Universal por Hijo), the use of the received income for the allowance and the addressing of their day to day expenses. Also, we try to identify to which extent the dominant discourse is present in the AUH beneficiary women. Likewise, we have inquired the valuation carried out by the beneficiaries of the AHU about sanitary and education requirements. Finally, we explore the role that AUH plays to widen (or not) women’s autonomy and future prospect.
Our objective in this paper is to contribute to the understanding of the benefit of the AUH in the hegemonic social discourse and in the subjective perception of the assigns of the AUH. We should briefly remember that the AUH is an innovative social policy established at the end of the year 2009. The beneficiaries of this policy are those family groups in which the main economic supporters are unemployed or informal workers whose salaries are below the established minimum living wages and are in charge of kids or teenagers who are between the ages of 0 to 18. The amount of the family allowance for these families is Argentinian pesos 1243 per child, at present, and in exchange, they must certify that the child or teenager regularly attends school and the pertinent medical examination and fulfill the vaccination schedule plans.
