Budget constraints and the impact of the COVID-19 pandemic are limiting poverty alleviation initi... more Budget constraints and the impact of the COVID-19 pandemic are limiting poverty alleviation initiatives in Central Java. Local governments in Central Java are attempting to refocus priority policies by collaborating with local government agencies and CSR participants in order to reduce poverty, which necessitates the convergence of social protection contributions and CSR contributions as a solution that needs to be optimized in Central Java. One of the poverty alleviation program's action steps is to maximize the e-government CSR reporting system known as SILAP CSR and the CSR forum working group at the Central Java Province level to facilitate the convergence of social protection contributions based on potential, problems and needs in communities. However, SILAP CSR and the CSR forum working group have not been adequately exploited and socialized to the 35 regency and city governments across Central Java, hurting the quality and number of CSR participants in the local area. As a result, this study was carried out to determine the extent to which SILAP CSR and the CSR Forum working group synchronized their performance in poverty alleviation efforts among government agencies and CSR players at the Central Java Province level. This study employs qualitative methods, including in-depth interviews and Nvivo, to examine the impact and evaluation of SILAP CSR and the CSR forum working group at the Central Java Province level, based on the theoretical foundations of stakeholders, governance, and leadership as essential keys to maximizing poverty alleviation strategies through internal and external collaboration. The findings indicate that SILAP CSR and the CSR forum working group at the Central Java Provincial level are not in sync with the 35 regencies and city administrations in Central Java. As such, different techniques are required to improve their performance: 1) internal collaboration among government agencies and partnerships with CSR participants to reduce technical and ego-sectoral barriers; 2) building sustainable participation through MUSRENBANG and CSR forum working group; 3) updating SILAP CSR data and synchronizing with various e-government and open data sources inclusively; 4) continuous supervision to avoid potential duplication and the risk of greenwashing CSR participants; and 5) the role of autocratic transformational leadership.

Procurement guidelines must be efficient and effective to provide goods/services that can be meas... more Procurement guidelines must be efficient and effective to provide goods/services that can be measured in terms of quality, quantity, time, cost from budget planning, and their realization. The current self-managed procurement guidelines are inadequate and generally simple in both Ministries/ National Institutions/Local Governments/ Companies/ Organizations, therefore detailed guidelines need to be developed holistically and consistent with certain steps. This research is designed to build a technical guideline for the procurement of self-management to become a benchmark that can be used by various stakeholders, especially State-Owned Enterprises (BUMN) in the implementation of community empowerment. The methodology used is descriptive qualitative with a case study on Corporate Social Responsibility in the Cash-Intensive Work Program for infrastructure work with the focus of comparative case studies on self-managing procurement methods, especially type IV and direct appointment in organizing cash-intensive work activities as community empowerment program in order to produce the best technical work instructions in order to realize good governance avoids operational constraints. In order to understand in-depth analysis, comparisons are made with direct appointments procurement as procurement that is often used in CSR activities. In conclusion, The self-managing procurement recommendations are significantly increasing collaboration between stakeholders, synchronizing knowledge transfer for social capacity, creating job opportunities to reduce unemployment, and encouraging integration to develop local infrastructure as a shared responsibility to achieve SDGs with Good Governance.

In line with the significant increase in the implementation CSR infrastructure of PT. Geo Dipa En... more In line with the significant increase in the implementation CSR infrastructure of PT. Geo Dipa Energi Dieng PLTP unit named ‘Geodipa Maju’ uses direct appointments with vendors method annually for the public interest and assistance for the underprivileged community. Regardless, its implementation has raised many complaints from beneficiaries and stakeholders because it does not involve communities, mostly results of implementations are poor, easily spoiled and occurred many problems, giving rise to negative perceptions related to unethical conduct and the potential of corruption in its CSR performance which has impacts on increasing the potential for conflicts, disruption of operational activities, and degrade of image/reputation. The company took the initiative to transform the implementation of self-managed CSR infrastructure with a CSV (corporate shared value) partnership as a solution that was inclusively implemented, despite the implementation has not been satisfactory, so it is necessary to develop a complete code of ethics policy according to good governance with stakeholders so that it can become a corporate culture and aims to change the negative perceptions of stakeholders and refutes the previous excessive suspicion of CSR implementation.
This study uses descriptive qualitative methods to analyze planning, implementation, evaluation, and impact from the perspective of stakeholders around the company. The results of this study show that the transformation of the CSR code of ethics and performance policy of self-managed infrastructure with the CSV partnership has proven to be in line with the company's vision, mission, and values to realize the triple bottom line of CSR and sustainable development goals. Its performance has succeeded in changing the negative perceptions of stakeholders on dissatisfaction with the previous implementation with good performance results that pay attention to local wisdom, prioritizing deliberation for consensus, upholding honesty, building persuasive communication, increasing community capacity that aimed at minimizing obstacles, preventing unethical conduct, up to the potential for corruption to strengthen corporate culture with efforts; socio-economy and stakeholder mapping, supporting the authority capacity of the community's role independently, prioritizing inclusive consensus through stakeholder deliberations, developing an e-procurement system and e-catalog which involving BUMDes, carrying out regular audit, reporting and evaluation through code of ethics policy with a specific assessment.
