This article examines clientelistic politics during a local election in a fishing community in So... more This article examines clientelistic politics during a local election in a fishing community in South Sulawesi, Indonesia. Numerous studies have identified Indonesia’s fishing communities as locations of hierarchical social relations characterized by patron-client relations connecting boat owners and other traders with fishers, in which the latter are frequently deeply indebted to the former. Through a study of the 2017 local election in Takalar district, this article demonstrates that these social patterns are readily transferred to the political sphere, giving rise to a form of traditional brokerage in which coastal patrons act on behalf of candidates to direct their clients’ voting behaviour. At the same time, coastal villages also saw significant patrimonial brokerage, in which the key actors were state officials, and political brokerage in which candidates formed campaign teams involving miscellaneous political and social networks and local community leaders. Distribution of patronage, in the form of money, goods and favours, was widespread. This article thus illustrates the complexity and competitiveness of contemporary clientelistic politics in Indonesia, including in a community in which traditional forms of clientelism are deeply entrenched.

This approach was chosen in order to criticize the concept of governance which has so far neglected the value of locality that exists in society. This research uses the qualitative method while analyzing the individual and social relationships of people living in Tanah Toa, Indonesia. The research focus is on indigenous governance actors, processes, and regulations. The result shows that Tanah Toa runs the governance with locality value based on three aspects. The first consists of civil society groups while neglecting partners such as market and state. The second focuses on determining whether service delivery to the community is more inclusive, isolated and not integrated with the modern government system. Thirdly, it is self-regulatory, with the rule that runs in government initiated by the community.

Independent candidates are a part of a Schumpeterian procedural logic which is merely for political elite circulation. To put it simply, there is nothing new and rejuvenating in the practices of local democracy in Indonesia.

In turn of the main issues that develops is how the benefits of membership and the rights of citizens should be allocated and how the levels of civic identity can be understood and accommodated. Such issues are usually verified through the legal status that has been enacted and policies are carried out within a nation. However, the rise of political culture, amid the globalization of democracy has much influence the understanding of citizenship, which invites us to rethink the meaning of citizenship. This article tries to describe how the meaning of citizenship that led to the contestation of the paradigm of liberal and communitarian wrapped in a sense of identity. This research was conducted using qualitative method in the case of local government policies in Indonesia. The main case study on the management of street vendors in Surakarta, coupled with reviewing and comparing the two cases in Yogyakarta on land rights and in Bali about the profession of employment between immigrants and indigenous. This article shows that social boundaries are becoming frame of citizenship at the local level becomes a variable that is used by the local government to formulate a public policy. This article concludes that the value/local institutions are still the basis of the meaning of local government policy, while on the other hand the opposition on the pretext of liberalism has begun to emerge among intermediary and society.

Massive installation of modern institutions of democracy has been done, but on the other hand those institution design has presented traditional political power which tends to create oligarchy politics, one of those is based on clan. This paper aims to explain the relation between the presence of clan oligarchy and local democracy in the case in South Sulawesi. Conclude, reading Indonesian democracy is about the problem in which democracy is something new in traditional logic, and, of course, it takes times for it to be traditional and get labeled as democracy and be habitual. For that, this article propose a framework to build democracy in local politics in Indonesia for the democracy democratic.

By the use of two concepts theoretical namely new clientelism and post-clientelist, the concept of populism analyzed based on the results of a study of a number of cases in Indonesia. As a result, populism can lead to two things that is mutually changed: it is the product of control over public issues as well as a basis of the grows of new clientelism. Populism is a paradox situation, trapped in the condition of contradictory of democracy. The answer then used to seeing the future Indonesian local leader election. The thesis to this article more established of large conclusion that politics of Indonesia now is tending to leads to political liberalization that strengthened yet did not always identical with the strengthening of democracy.

This paper is intended to explain the characteristics and security paradigm in case Wilayatul Hisbah (Shari’a Police) in the province of Aceh. This paper connects the Shari’a police presence to human security, as well as how the characteristics of the security actors associated with maintaining order in the society of Aceh (community policing) are. As a result, the security paradigm in Aceh province is defined as the locality value, contradictory to those offered in the human security - to be adopted in a democratic transition regime as in Indonesia.

Voters no longer dominant consider the proximity factor, both ethnic and regional proximity in determining vote choice, as a general conclusion that has been used to explain voting behavioral in local politics in Indonesia. This article confirms that voters tend to conform to the party then make a choice their voices to candidates that are offered by the party.

Sebuah realita politik kontemporer yang menyadarkan kita bahwa demokrasi Indonesia adalah “an engaging blend of modernity and traditionalism”. Kesimpulan yang diajukan tersebut semakin mengajak kita untuk memahami bahwa demokrasi adalah sesuatu yang “lunak”. Dalam banyak hal, demokrasi harus menyesuaikan diri dengan praktik sosial tertentu dimana ia berada.
Buku ini merupakan kajian terbaru yang lebih fokus pada masyarakat untuk melihat bagaimana klan dapat hadir dalam politik lokal di Indonesia dan pengaruhnya terhadap demokrasi. Buku ini menguraikan bagaimana norma dan nilai yang dikandung dalam struktur dan budaya dipandang sebagai sistem aturan dan desakan, yang didalamnya, aktor politik berusaha untuk memaksimalkan kegunaan mereka. Tujuannya adalah mendialogkan bagaimana pola relasi kuasa dalam politik klan terkait dengan sumber daya yang mereka gunakan dan implikasinya terhadap masa depan demokrasi Indonesia. Dengan menguraikan hadirnya politik klan, khususnya di tingkat lokal, buku ini diharapkan mampu memberikan update bagi pemahaman fenomena politik lokal dalam demokrasi yang berkembang pasca reformasi di Indonesia yang selama ini dikenal dengan istilah bossisme, local strongmen, dan dinasti politik.

fishing community in South Sulawesi, Indonesia. Numerous studies have
identified Indonesia’s fishing communities as locations of hierarchical
social relations characterized by patron-client relations connecting
boat owners and other traders with fishers, in which the latter are
frequently deeply indebted to the former. Through a study of the 2017
local election in Takalar district, this article demonstrates that these
social patterns are readily transferred to the political sphere, giving
rise to a form of traditional brokerage in which coastal patrons act
on behalf of candidates to direct their clients’ voting behaviour. At
the same time, coastal villages also saw significant patrimonial
brokerage, in which the key actors were state officials, and political
brokerage in which candidates formed campaign teams involving
miscellaneous political and social networks and local community
leaders. Distribution of patronage, in the form of money, goods and
favours, was widespread. This article thus illustrates the complexity
and competitiveness of contemporary clientelistic politics in Indonesia,
including in a community in which traditional forms of clientelism are
deeply entrenched.
