Luís da Cunha (1662-1749) in the context of the transition from the seventeenth century to the eighteenth century in Portugal. For this, the article begins with the contex-tualization of the changes in the balance of power and political thought associated with the emergence of Great Britain as the centralizing Empire of the events of the 18th century. In this transition, important intellectual developments are in process, for example the rise of the Political Economy as an autonomous discipline and its relevance to the management of the interests of the Kingdom and the Empire. It follows with the characterization of the proposed reforms made by D. Luís da Cunha which aimed at raising the relative power of Portugal. In this way, D. Luís enumerates the need to increase the population contingent both in the Kingdom and in the areas of the sea, to facilitate the fl ow of goods and coins, to reduce certain privileges and even to review the statutes of the Inquisition. Signed in the context of the Old Regime crisis 1 the Treaties represented an important turning point in Brazilian history, having contributed to the rapprochement between Brazilian and British merchants, the independence movement of Portuguese America, and the rise of the Brazilian Empire. Some of the liberal reforms that were tried in the Portuguese Empire in the beginning of nineteenth century failed. Given they were not accompanied by structural transformations, their enforcement resulted in a deeper reliance by the Portuguese Empire on slavery and colonial exclusiveness. The 1810 Treaties were one of the expressions of such attempts at liberal reformism by the Luso-Brazilian Empire. As conceived by the so-called Generation of the 1790s, they intended to reinforce the Portuguese Empire making use of the principles of English political economy and liberalism. One of the most representative exponents of this position was D. Rodrigo de Souza Coutinho, who, as the Secretary of War and Foreign Affairs in Brazil, negotiated the clauses of the treaty with Lord Strangford, the British representative. Some of the economic ideas espoused by D. Rodrigo de Souza Coutinho, and which, therefore, informed his position in the proceedings, are discussed in the fi rst part of this chapter. The Treaties of Commerce and Navigation were also the object of a broad debate among Luso-Brazilian intellectuals at the time. Some of them, such as Hipólito da Costa, had a very peculiar opinion about the outcomes of the agreements signed in 1810. Infl uenced by a visit to the US, Hipólito da Costa took issue with the liberal tone embodied in the Treaties. His ideas, published in Correio Braziliense since 1808, together with the interpretation conferred upon them by Portuguese, Brazilian, and British historiographies, constitute the object of our exposition in the second part of this chapter. At this point, we also analyze the text of the Treaties in more depth, using the Portuguese version published in the Bank of Portugal's collection, and the English version published in Hertslet's collection of treaties and conventions.

Established explanatory paradigms and interpretive generalizations are never exempt from the findings of thorough documentary research undertaken in Luso-Brazilian archives and the detailed analysis of their historical files. This is the challenge faced by Gabriel Paquette when discussing the different unexpected events that took place in the Portuguese Empire in the Age of Atlantic Revolutions. Adopting a periodization that is based on the revolutionary processes of the eighteenth century is not a recent method, for this was the time when imperial institutions, networks formed by individuals with common economic and political interests, and trade circuits that had linked both sides of the Atlantic during the Modern period, were replaced by other institutional arrangements. But how can the Portuguese scenario help us understand a key period in the emergence of the contemporary world and independent American nations? This starting point proved to be critical for the study undertaken by R.R. Palmer: The Age of Democratic Revolution. 2 A seminal work, Palmer's book was an invaluable contribution that abandoned a nationalistic and singular interpretation in favor of a comparative approach, based on transnational processes. Instead of multiple " exceptional " and " unique " paths creating new nations, the revolutionary model for independence in North America and pre-Bonapartist revolutionary France was considered the interpretive parameter for the break-up of colonial empires and for the formation of new nation states. Here, Palmer's assumptions are the subject of Paquette's approach. One example is that there was a single possibility for the direction that Modernity took, propagating

One of the men committed with this project was José Anastácio da Cunha (1744-1787). Poet, military man and mathematician, Anastácio was tried by an inquisitorial process where he answered to heavy charges: being a libertine, reading forbidden books, being acquainted to heretics, tendency to discuss religious issues, among others. This work approaches the Anastácio da Cunha trial not as traditional historiography usually does – that is: in the context of the political reaction to Marquis of Pombal's enlightened policy (namely, the Viradeira) – but, otherwise, as an example that puts in evidence the limitations of the Catholic Enlightenment in Portugal: the catholic orthodoxy and the Crown's project of monarchical centralisation. Keywords: Ancient Regime, Catholic Enlightenment, Enlightened Reform, Holy Office.
